ICLEI Oceania in Indonesia

Current Initiatives


Partnership with APEKSI

ICLEI works closely with the national cities association APEKSI in Indonesia.  APEKSI represents all 94 cities in Indonesia and is governed by a Board of mayors (walikota). In October 2009 APEKSI established an Indonesian Urban Climate Network. And in 2010 APEKSI adopted a climate change strategy.

ICLEI Oceania is providing technical advice and international networking linkages to assist APEKSI and in return APEKSI hosts ICLEI in Indonesia, providing office support and access to the cities network.

Indonesia is one of the most climate vulnerable countries in the world, with 18,000 islands and over 80,000 km of coastline. It is also Australia's closest neighbour and we share some of the same weather and oceanic systems. So it makes good sense for Indonesian and Australian local governments to support each other in tackling climate change.

Workshop in Pekalongan

Following the successful completion of our earlier contracts with GTZ (now GIZ)  ICLEI has now been contracted to provided an "expert pool" of consultants from within Indonesia and internationally.  The team of experts comprises:

ICLEI Oceania, ICLEI South Asia and South-East Asia, MercyCorps Indonesia, and Yayasan Inovasi Pemerintahan Daerah (YIPD) Indonesia.

The program is called PAKLIM (Policy Advice Environment and Climate Change).  To date PAKLIM has engaged with 8 cities in Central and Eastern Java.  The ICLEI team is now working with two additional cities, Semarang and Blitar, and will also begin working with the surrounding regencies (kabupaten) by middle of the year. PAKLIM is very innovative and quite challenging as it combines adaptation and mitigation into a single planning process, with the outcome being an Integrated Climate Change Strategy (ICCS).

In 2008 the Rockefeller Foundation launched the Asian Cities Climate Change Resilience Network (ACCCRN). The focus of this program is to examine the interface between rapid urban growth, poverty and climate change, in some of the most vulnerable Asian cities.  ACCCRN initially worked with 10 cities in India, Indonesia, Thailand and Vietnam and these cities have now reached the stage of having a Climate Resilience Strategy and commencing implementation of "interventions" to increase their resilience to the impacts of climate change.

ACCCRN has now reached the point of disseminating the experiences and learnings from the original 10 pioneer cities and seeking opportunities to replicate the ACCCRN approach in other Asian cities. ICLEI Oceania has been engaged to assist with this replication.  We have designed a cyclic process which cities can follow to assess their climate exposure and identify strategies for greater resilience, based largely on the original ACCCRN methodology but also incorporating ICLEI management models from our other global programs.  This new "ICLEI/ACCCRN" process is now being trialled in 3 cities in India - Mysore, Shimla and Bhubaneswar, in partnership with our ICLEI South Asia Office.


Indonesian Cities Climate Alliance


ICLEI Oceania is working with the ICLEI World Secretariat in Bonn, Germany, to develop training modules in climate change for local government practitioners, national policy makers and others.  To date we have delivered two training programs for the German Technical Cooperation Agency GIZ, assisting their overseas development workers to understand how to incorporate climate change considerations into their programs.  A comprehensive suite of modules was also developed, covering both Low Carbon Development and Climate Resilience Building, for the Jeju Training Centre, Korea.  Other smaller modules have also been designed.  These training programs can be accessed through the ICLEI World Secretariat at www.iclei.org
