CSHC PROGRAM NEWS

Councils are invited to join ICLEI Oceania’s new social sustainability program, Cities for Safe and Healthy Communities (CSHC). The CSHC program, commencing in July 2009, will assist councils to build vibrant and resilient communities – fundamental to community sustainability.

The first CSHC program element focuses on alcohol, tobacco and drugs harm minimisation. It seeks to use local government functions to better plan safe and healthy communities by managing liquor outlet density and operating hours, encouraging mixed use and diverse economic activities, supporting sporting facilities and clubs, and leading local networks to manage alcohol and other drugs-related harms.

With the valued input from 20 foundation member councils who have worked with ICLEI Oceania in an establishment phase since 2008, we have gained valuable feedback to develop the basis of a complete program management process.

We are therefore pleased to announce the program's launch and invite you to join, attend a briefing session in your state or request further information. Places in the program are limited.

Please contact Mark Boyd, Director – Cities for Safe and Healthy Communities, or see the How to join page on the CSHC website.

Calling for best practice examples in alcohol harms management

As part of the CSHC establishment phase, ICLEI Oceania is developing a best practice guide for local government on alcohol and other drugs harm management.

ICLEI members and participating councils wishing to nominate examples of their own work, or promising practices identified elsewhere, are encouraged to contact the CSHC Project Officer, Emma Clark, Ph: +61 (0)3 9660 2206.

Alcopops submission – April 2009

ICLEI Oceania made a submission to the Senate Inquiry into the Excise Duty Tariff Amendment Bill, arguing that each tier of government has responsibility for a range of policy levers. Nationally, that includes using pricing and taxation strategies to reduce the alcohol toll on local communities.

In order to do its work most effectively, local government needs national and state governments to play their roles effectively as well. A continued tax on ready-to-drink products and a move towards volumetric taxation of alcohol are important national policy strategies to have implemented.

A copy of our submission is available for download from the CSHC Advocacy webpage.
