National Mobilisation of Local Governments

Local Governments around the world are mobilised to disseminate their common vision of a strong and comprehensive post-2012 global climate agreement. For this purpose, Local Government events are organised at the national level. In Europe, the first event took place in Italy in April 2008, starting a series of national events in the EU-27 countries. In emerging economies, these events will be organised in the following months, concretely in China, India, Indonesia, South Africa, Brazil and Mexico. This national mobilisation of Local Governments is driving the Local Government Climate Roadmap until COP 15 in Copenhagen.

On the national level, local and regional governments are brought together not only for exchange but also for joint interaction with the national governments.

This interaction aims at

  • getting supportive framework conditions, such as energy saving regulations and laws, feed-in-tariffs, national climate programs for cities and towns, access to funding and investments,
  • starting or accelerating a dialogue towards local-national climate action programs,
  • requesting the national government to support a strong, comprehensive and global post-2012 climate agreement and respective implementation mechanisms.

National mobilisation – tips for implementation

As part of the project “Local Governments’ mobilisation and backing for the development and implementation of a global and comprehensive post-2012 climate change agreement”, UCLG has drafted guidelines for national mobilisation within the framework of the Local Government Climate Roadmap. The document aims at providing basic information and tools to support local government associations at regional and national levels in organising national mobilisation and dialogue in view of the 15th Conference of the Parties (COP 15) to the United Nations Framework Convention on Climate Change (UNFCCC) that will take place in December 2009 in Copenhagen.
