LG from Poznan - 2008 to Copenhagen - 2009
Since COP 14 in Poznan, the LG Climate Roadmap and a series of funded projects as part thereof have mobilized cities and local governments world-wide. The Roadmap partners are using these opportunities to interact with nations (the “Parties”) and UN Agencies at various UN events on the road to COP 15 in Copenhagen. Intensive advocacy work includes numerous bilateral meetings with national delegations at UN preparatory negotiation meetings organized prior to COP 15.
As a result of these efforts and the unique partnership between various local government networks, a preliminary but relevant referencing to sub-national and local governments by national negotiators has been achieved. Indeed, the UN draft climate negotiation text as of 22 June 2009 contained over 100 references to sub-national and local government, local level, local communities, local policies, and local resources.
Up to and at COP 15 in December 2009, local government advocacy focused on safeguarding these preliminary references until the last negotiation day. In addition, advocacy efforts aimed to ensure that references to sub-national and local governments are strengthened in several negotiating areas, such as mitigation in developed countries and financing.
UN Climate Change Conference - COP 15, Copenhagen, Denmark, 7-18 Dec. 2009
Over 1100 local government leaders from all over the world were present at COP 15 to advocate for a strong and comprehensive post-2012 global climate agreement and for the recognition of local and sub-national governments therein. LG Climate Change Leadership Summit, Copenhagen, 2 - 4 June 2009
The summit was a milestone in the Local Government Climate Roadmap as it mobilized 700 representatives from municipalities and regions from more than 60 countries to agree on a call to the Parties to the UNFCCC. LGs’ Submissions to the UNFCCC
On 24 April 2009, ICLEI – as the UNFCCC Constituency Focal Point for Local Government and Municipal Authorities - submitted suggestions for inclusion in the negotiating text of the Ad Hoc Working Group on Long Term Cooperative Action (AWG-LCA) under the UNFCCC. The submission was related to paragraph one of the Bali Action Plan and requested the recognition of the important role of cities and local governments in the planning, implementation and monitoring of climate actions.
