In Southeast Asia, the Pilot Demonstration Activity (PDA) for the Water Campaign is the City of Baguio, Philippines. The PDA in Baguio City is jointly supported and financed by the Asian Development Bank.
Baguio City, located 1,500 meters above sea level, is endowed with the vital role of being the tourist, educational, and economic growth center of the Cordillera Administrative Region (CAR). Originally designed in 1909 as a garden city for 25,000 people, it is now home to more than 250,000 residents. The city population triples during holidays, festivals, and the summer months. Water scarcity is further aggravated by the city's mountainous terrain which hinders efficient water supply and distribution. Other critical issues currently challenging the city, and which the PDA seek to address, include water quality and access, watershed and river basin management, and drainage and flood control.
