Step One: Baseline Audit

  • Baseline Audit Workbook: [DOC, 692KB] This workbook assists councils to select a target office or IT product and:
    • Review their procurement policies and practice
    • Establish an equipment inventory and energy, cost and greenhouse gas emissions baseline
    • Identify staff behaviour and attitude towards energy efficient use of equipment
    • Verify the sustainability of council’s end-of-life disposal practice.
  • Local Government Energy Audit Guide: [PDF, 1.6MB] This guidance document accompanies the loan Energy Audit Kits and outlines a step-by-step process to enable council to undertake a energy efficient building audit covering:
    • Appliances and office equipment
    • Servers and network hardware
    • Lighting
    • Heating and cooling systems
  • Local Government Energy Audit Spreadsheet: [XLS, 156KB] This excel spreadsheet accompanies the Local Government Energy Audit Guide (above). It enables council to undertake three types of audit:
    • Audit by Area: to compare energy use between different locations
    • Audit by Product: to understand energy use of different product types
    • Baseline Audit: to establish an energy, cost and greenhouse gas baseline before and after a product switch over

  • Switch IT Over Action Plan: [DOC, 536KB] This document provides a template structure and guidance notes for the development of an effective office and IT equipment energy reduction action plan.

    Computers

    • Online Fact Sheet - Computers, Laptops and Monitors: This fact sheet outlines best practice procurement management and use of computers, laptops and monitors for reducing energy consumption. Project councils can use this fact sheet to identify actions for inclusion in their Switch IT Over Action Plan (step two) and for assistance with implementing actions (step four).

    Servers

    • Online Fact Sheet - Servers and Network Hardware: This fact sheet outlines best practice procurement management and use of servers and network hardware for reducing energy consumption. Project councils can use this fact sheet to identify actions for inclusion in their Switch IT Over Action Plan (step two) and for assistance with implementing actions (step four).

    Printers and imaging equipment

    • Online Fact Sheet - Printers and Imaging Equipment: This fact sheet outlines best practice procurement management and use of printers and other imaging equipment for reducing energy consumption. Project councils can use this fact sheet to identify actions for inclusion in their Switch IT Over Action Plan (step two) and for assistance with implementing actions (step four).

    Step Four: Review, Re-audit and Report

    • Review, Re-Audit and Report Workbook: [DOC, 628KB] This workbook assists council to review their Switch IT Over Action Plan and re-audit their target product. Data from the re-audit can be compared to their baseline to quantify changes in energy, cost and greenhouse gas emissions. There is an optional re-strategise section that assists council to plan ongoing actions, and guidance on how to report the outcomes of the project in a revised Switch IT Over Action Plan and Project Report.

    • Green Electronics Survey: (December 2008). Greenpeace have published survey findings that evaluate 50 products from 11 manufacturers to determine which is the most sustainable. Lenovo's ThinkCentre 58/M58p ranked highest with 5.88/10 points for most 'green' PC.
      • Green IT - Principles and Practice: [PDF, 396KB] This paper outlines the key environmental impacts from the manufacture, use and end-of-life disposal of office and IT equipment, and highlights key areas for emissions reductions.
      • Green IT: Principles and Practice (Presentation): [PDF, 5.9MB] This presentation outlines the key environmental impacts caused by the manufacture, use and end-of-life disposal of office and IT equipment, and an overview of the Switch IT Over Project approach to minimising these impacts.

      Eco-Labels and Product Standards

      Australia:

      • ENERGY STAR Australia:  The Australian homepage for the international ENERGY STAR program. Note that some of these resources are out of date. To view current versions visit the US site.
      • Energy Rating Australia: This website contains information on energy efficiency and star ratings for a range of electrical appliances that carry an energy label.
      • Good Environmental Choice Australia: The Good Environmental Choice Australia Label is the only environmental labelling program in Australia that indicates the environmental performance of a product from a whole of product life perspective.

      International:

      • 80 PLUS: The 80 PLUS performance specification requires multi-output power supplies to be 80% more efficient than typical power supplies.
      • EPEAT: The Electronic Product Environmental Assessment Tool developed by the United States Environmental Protection Agency is by far the most comprehensive environmental standard for computers and monitors.

      • Community Based Social Marketing: This site developed by Doug McKenzie-Mohr, consists of useful guides, graphics, and case studies to assist with fostering sustainable behaviour change. You will need to register (free) to access the full suite of resources.

      • ENERGY STAR: Provides links to open source software, and commercially available solutions to assist you enable power management on networked equipment.
