The start of the Water Campaign requires that the local council debates and passes a resolution to engage in the campaign and support local actions to work through the development of a local water agenda or five milestone process. In addition, the council may wish to also review and sign the Local Government Water Code.
The Five Milestones
The five milestones of The Water Campaign are designed along the lines of standard strategic planning:
1.
The first milestone is an inventory of water consumption and management practices that influence water quality. Achievement of this milestone provides a baseline for all further actions and is key to developing a Local Water Action Plan.
2.
The second milestone is used to set the water quality and water conservation goals based on the work undertaken in Milestone 1. This planning stage of the campaign is an opportunity to bring together stakeholders to discuss the future management of water.
3.
The third milestone is the endorsement of a strategy that outlines how the local government will achieve the goals set by Milestone 2.
4.
The fourth milestone is a collation of information on the measures that are being undertaken to improve the management of the resource. Achievement of this milestone ensures that the plans have moved from theory to practice.
5.
The fifth milestone is a review of progress and an opportunity to re-examine the goals and objectives of the programme.
All campaign participants are guided by the milestones. This is highly valuable as it allows local governments to broadly monitor progress in the implementation of measures to improve the management of water resources.
