TMF IWRM Project Activities

i) Training

 

A number of training sessions were held and their main objectives were to train Councillors and Council officials, responsible for committees and issues related to water and sanitation within their Councils and communities, on the use of the International Water Campaign Resource Manual.

 

Training was given to the 6 participating cities. These included 4 local governments in Zambia: Lusaka City Council, Chongwe District Council, Chibombo District Council and Chililabombwe Municipal Council; and 2 local governments in Uganda: Jinja Municipal Council and Entebbe Municipal Council.

 

Participants were also specifically trained on how to achieve milestones 2 - 5 of the ICLEI Water Campaign i.e. how to:

 

  • set targets/goals for water consumption reduction/water conservation (Milestone 2)
  • develop a local action plan for achieving the set targets (Milestone 3)
  • implement the developed and endorsed local action plan (Milestone 4)
  • monitor and evaluate achievement of the set targets under milestone 2 (Milestone 5)

ii) First stakeholders' workshop

In 2006, after successful completion of the inventory and water situation assessment, all 6 cities held their first stakeholders' workshop to discuss the findings from the inventory and water situation assessment that the 6 Water Campaign Committees had been undertaking since October 2005.

iii) National workshop

Recommendations that emanated from all the 6 stakeholders' workshops on the inventory and water situation assessment reports formed the main base of the national workshop.

 

The workshop was held in the two countries of Uganda and Zambia. The main focus of the national workshop was for the elected leaders and Council officials of different cities to meet and share knowledge, ideas, challenges and best practices of case studies from their respective cities.

 

The first day of the workshop was dedicated to the representatives drafting water and sanitation priority areas for their cities (Milestone 2) and local Water Action Plans (Milestone 3), and then sharing the developed priority areas and action plans with peers from other cities participating in the workshop. The second day of the workshop was used to showcase best practices from the different cities participating in the workshop and the project.

iv) Final stakeholders’ workshop

A final stakeholders' workshop was held by all the 6 cities participating in the project, and the purpose of these workshops was to discuss and agree on the developed draft priority areas (Milestone 2) and the Local Water Action Plans (Milestone 3) developed during the national workshop.

 

These workshops also reviewed the successes and challenges in the implementation of actions already set and contributed towards achieving the objectives of Milestones 4 and 5 of the project.

 

Summary Case Study Reports have been compiled for each of the six participating cities (all merged into one PDF document).

v) International workshop

An international workshop entitled “Water for Sustainability through Integrated Local Governance and Provision of Sustainable Services” was held in Benoni, South Africa in March 2008 and was organized by the ICLEI Africa Secretariat.

 

The objectives of the workshop were:

 

  • To address both the sustainability of water services management and delivery, and the role of water as a vehicle for sustainability;
  • To address both aspects of sustainability through the lens of practical experience;
  • To share lessons and results from the Capacity Building Project, and applicable good practice form other municipal contexts;
  • To reflect on the advantages and challenges of integrated local governance with reference to: 
         - integration of water resources and water services management
         - integration of water services functions at local level; and
  • To discuss and agree elaboration of the Water Campaign Guide.
