Local Renewables: South - South cooperation between cities in India, Indonesia & South Africa

ICLEI, an international association of local governments committed to sustainable development, has developed a local renewables (LR) initiative which steers city governments through the integration of increased Renewable Energy and Energy Efficiency (RE and EE) generation into all city activities.

Both Indonesia and South Africa are at a stage where national policies on climate change mitigation have been formulated, and there is scope for cities to begin taking concrete action.

Purpose is to develop two model local renewables initiatives, one in Ekurhuleni Municipality, South Africa, and the other in Yogyakarta City, Indonesia with guidance from a ‘Solar City’, Coimbatore Corporation, India, with the aim to increase the uptake of RE/EE in the two cities through the process of calculating their carbon emissions inventories and developing and implementing long term action plans.

Main activities and outputs:

•    Assessment of the project city's carbon emissions inventory using ICLEI’s HEAT+ software for the identification of  priority interventions;
•    Development of an action plan for cities adopting RE and EE initiatives in line with national policy, involving a multi-tier stakeholder committee;
•    Identification of financial sources for implementation and relevant demonstration projects;
•    Implementation of a pilot project in each city to showcase the process and results to observer cities;
•    Development of a local renewable energy resource center within each city, for the showcasing of  local initiatives and products;
•    Development of a country-specific Solar Cities Guidebook to actively promote renewable energy
 
Expected impacts

•    Impetus for major cities in South Africa and Indonesia to work towards national and international energy efficiency and emission reduction goals;
•    Provide long term action plans for the reduction of  city energy and emissions;
•    Identify potentials for RE and EE to improve delivery of municipal services;
•    Knowledge exchange and sharing best practices through the South - South city exchange of experiences;
•    Communities catalyzed into adopting RE and EE initiatives at household level through relevant case studies;
•    Potential for project cities to transform into “Solar Cities”, learning from the cities in Indian as the case studies;
•    Strengthening of ICLEI regional capacity to roll the programme at a global scale.
