Tales of Two Cities illustrates how partnerships between and among local governments, utilities, universities, businesses, non-governmental, community or international organizations are essential for turning abstract ideas of collaboration into concrete joint activities. The report profiles 12 examples of local government achievements towards sustainability and the specific partnerships with a variety of actors that have contributed to that success.  The case studies outlined in the publication illustrate a variety of possible approaches to establishing partnerships.
