CCP Australia – AUGUST/SEPTEMBER 2008

Cities for Climate Protection® (CCP®) Australia: implementing greenhouse action through a collaboration between the Australian Government and ICLEI Oceania. CCP is an international ICLEI campaign that motivates and empowers local governments worldwide to reduce greenhouse gas emissions.

Participation and milestone achievements

We welcome Shire of Busselton, WA, to the program. Busselton joins as a CCP Partner.

There are now 232 Australia councils taking part in CCP, representing 84% of the population.

Congratulations to the following councils for their recent milestone achievements:

  • Borough of Queenscliffe, Vic – Milestone 1
  • City of Greater Geelong, Vic – Milestone 3 (corporate & community)
  • Moira Shire Council, Vic – Milestone 4
  • Mitchell Shire Council, Vic – Milestone 5

Outstanding Council Initiative: Hornsby Shire Council, New South Wales – Business Energy Savings Program

The Hornsby Business Energy Savings Program aims to help Council meet its community greenhouse gas reduction target of 20% below 1996 levels by 2010.

Does your council have the leading edge on greenhouse abatement?

The Outstanding Council Initiative award goes to a council who has implemented an innovative greenhouse initiative or project.

If you think your council has implemented an innovative greenhouse initiative or project, or has perhaps created an innovative process for its implementation, you can complete the Case Study and Outstanding Initiative nomination form and return it to your CCP State or Territory Manager.

Now recruiting for the Switch IT Over project

CCP is looking for councils to join an exciting new project that will help them ‘switch over’ to energy efficient office and IT equipment, and adopt best practice power management – then capture the efficiency gains that are made.

Participating project councils will achieve significant energy, greenhouse gas and cost savings by undertaking a bulk ‘switch over’ for one or more of the following product sets:

  • computers: desktops, notebooks and monitors
  • servers and network equipment
  • imaging equipment: copiers, printers, scanners, faxes and multifunctional devices

The Switch IT Over project is open to councils that:

  • are CCP Partners or Leaders
  • have completed Milestone 3 or above in the CCP Program
  • are able to implement a product ‘switch over’ in the 2008/09 financial year
  • are not already active in a similar program.

New project for CCP: Energy and Emissions Data Management

Local governments are increasingly looking for ways to improve their management of energy and emissions data in order to:

  • increase the frequency and regularity of reporting
  • enhance the quality of data
  • reduce workload and avoid duplication
  • facilitate and enable progressive energy management practices
  • improve organisational learning
  • inform prudent investment in greenhouse abatement actions.

ICLEI Oceania is therefore pleased to announce a new project available to CCP Partners and Leaders. The project will assist ten councils to:

  • evaluate their current data management processes against Australian best practice
  • draw ideas and inspiration from other councils
  • plan and implement an efficient and adaptive data management system across the whole organisation.

New sustainable public lighting Q&A facility

The new SPL Q&A facility is designed to assist CCP councils across Australia with strategic and technical queries on public lighting that are not currently answered through the existing Sustainable Public Lighting Toolbox.

The facility will operate through a partnership between ICLEI Oceania and Ironbark Sustainability.

To use the Q&A Facility submit your public lighting questions to the Project Manager, Shae Hunter, Ph: +61 (0)3 9660 2244. A response will be provided via email.

Attention all fleet managers! Your contribution to the Local Government Vehicle Fleets research project is now requested.

All CCP council fleet managers should have received an email about this project with accompanying data sheets to be completed by Friday 3 October 2008.


Funded by the Australian Government, this project provides a valuable opportunity to contribute to the development of an accurate, nation-wide inventory of local government vehicle fleets.

This data will be used to inform future local, state and national programs that assist Australian local governments to increase the environmental performance of the transport sector.

Call for local government input: office equipment and IT survey

ICLEI Oceania is investigating the current state of local government procurement, management and use of office IT equipment.

The findings of this important study will identify best practice in the local government sector, assist councils in benchmarking their IT and office equipment set-up within a national context, and inform the implementation of the Switch IT Over project.

In order to draw accurate and relevant research findings, it is critical that councils take the time to complete this online survey. IT managers are invited to take part in the survey, which is open until 12 September 2008.

Data management: your stories

Has your council developed interesting new ways of managing energy and emissions data? ICLEI Oceania is keen to hear from councils that have:

  • employed dedicated permanent staff to manage energy and emissions data
  • developed partnerships with energy retailers, distribution businesses etc.
  • created alliances of councils to collaborate on data management issues
  • developed in-house IT systems to assist data management
  • used data management and reporting systems to influence management processes (for example, setting energy-related KPIs for facility managers).

New project materials for CCP councils

Is your council prioritising work in sustainable purchasing, sustainable transport or sustainable public lighting?

Have you often wished there was a way to work through an effective, tried and tested process in your own time, with no competing deadlines but with the benefit of guidance and support available at any time?

Well, now there is!

The CCP Projects team at ICLEI Oceania has taken all the lessons and insights gathered from five years of delivering emissions-reductions projects in focused areas and translated these into user-friendly, online materials.

These materials are presented in a logical, step-by-step format tailored to each project area, and are designed to provide councils with all the tools, templates, guidance and support they need to:

  • assess the current situation
  • set priorities
  • develop an action plan
  • implement the plan
  • review and re-strategise.

Better yet, all materials are free to download for councils taking part in CCP Australia.

Councils will find helpful hints on generating internal and cross-departmental support, building robust policies and procedures, and engaging with external stakeholders.

There is also a range of resources for each topic area including example action plans and reports, case studies and relevant external links.

Using these materials, council officers and managers can progress through the project at a pace that suits council priorities and individual workplans. Moreland Energy Foundation – new website

The Moreland Energy Foundation (MEFL) has created a new webpage of its training and professional development courses.

MELF's courses are regularly offered to business operators, local government and community stakeholders, which include:
