Parallel sub-plenaries introduced ICLEI’s programs and campaigns.

 

How 'classic' ICLEI methodologies, key themes but also more recent pilot projects developed over the past years? Parallel subplenaries highlight, shared and discussed the work of ICLEI and its Members as a basis for discussions throughout the congress - leading up to recommendations for the future.


The current working areas Climate & Energy, Water, Biodiversity, Managing Local Sustainability,  Climate Adaptation & Resilience, and Sustainable Procurement were reviewed. The introduction to these current ICLEI working fields and ICLEI case studies were discussed in the afternoon.

Hits and Misses, the Real Value of Targets and Commitments

A recent wave of cities' and Mayors' Commitments initiatives encourages Mayors to sign declarations of commitment and urges local governments to abide by actions and targets. Examples include the Urban Environmental Accords, Aalborg Commitments, Covenant of Mayors,Climate- Neutral Network, Istanbul Water Consensus etc.

How seriously do signatories implement their commitment, and is this implementation sufficiently supported by technical training and exchange of experiences? Examining commitments programs and identifying key criteria that make the commitment schemes solid, effective and thus useful.

ICLEI links local action to global policy processes by means of organizing local government participation in the Rio follow-up process (UNCSD), climate change negotiations (UNFCCC-COP), water (World Water Forum), biodiversity (UNCBD-COP), Marrakech Process on sustainable production and consumption, and UNEP Governing Council.

What are the urban development priorities and needs in the Global South, especially in Least Developed Countries in Africa, Asia and the LACS Region? Is the organisation positioned correctly to provide an effective and useful vehicle for our local governments in the Global South to assist them on the path towards sustainability? These questions should be addressed in the context of the current institutional and implementation realities these local governments face, including the multiple challenges related to climate change and other environmental issues.
