ICLEI’s Approach to Campaigns and Programs ICLEI’s methodologies for engaging Members in sustainability * the five-milestone processes applied in the Cities for Climate Protection Campaign, the Water Campaign and the Local Action for Biodiversity Pilot Project * the ecoBUDGET methodology as based on annual management cycles; * the Procura+ Sustainable Procurement Campaign and Procura Exchange offering networking opportunities. | Hits and Misses, the Real Value of Targets and Commitments A recent wave of cities' and Mayors' Commitments initiatives encourages Mayors to sign declarations of commitment and urges local governments to abide by actions and targets. Examples include the Urban Environmental Accords, Aalborg Commitments, Covenant of Mayors,Climate- Neutral Network, Istanbul Water Consensus etc. How seriously do signatories implement their commitment, and is this implementation sufficiently supported by technical training and exchange of experiences? Examining commitments programs and identifying key criteria that make the commitment schemes solid, effective and thus useful.
