Energy and Emissions Information Management Project

In 2008/09, ICLEI Oceania ran a project focusing on Energy and Emissions Information Management.  The project ran in 10 municipalities in 5 states.

Increasingly, local governments are looking for integrated ways to improve their energy and emissions reporting in order to:

  • increase the frequency of reporting
  • increase the quality of data
  • reduce workload and avoid duplication
  • facilitate and enable progressive energy management practices
  • improve organisational learning, and
  • inform prudent investment in greenhouse abatement actions.

The Energy and Emissions Information Management Project assisted participating councils to conduct detailed analyses of their existing information management systems, and to plan actions to improve their information management.

Participating Councils

The project received extremely high interest, with applications received from 54 councils. The successful councils were:

  • City of Brimbank (VIC)
  • Cairns Regional Council (Qld)
  • Clarence City Council (Tas)
  • Shire of Denmark (WA)
  • Shire of Kalamunda (WA)
  • City of Melville (WA)
  • City of Mitcham (SA)
  • Mitchell Shire Council(VIC)
  • Pittwater Council(NSW)
  • City of Tea Tree Gully (SA)


ICLEI Oceania congratulates all these councils for their commitment to improving their information systems.  

Project Resources

Best Practice Guide

At the conclusion of the project, ICLEI Oceania produced a Best Practice Guide (pdf 556KB) to Energy and Emissions Information Management in Local Government.  This guide was based on the experiences and reflections of the ten participating councils, a survey of the local government sector, and interviews with councils with leading systems.  The guide provides helpful suggestions and a framework for thinking about improvements to councils' information management systems.

Needs Analysis Workbook

The Energy and Emissions Information Management Project began by leading participating councils through a structured conversation about:

  • the status of each council's current systems
  • the full spectrum of users of and uses for emissions-related information, and
  • the influences that are likely to drive change in future needs for information.

A workbook was developed to assist councils in conducting and documenting this conversation. The workbook is now available for download by all CCP councils.  It will be useful to council staff who wish to:

  • build a comprehensive understanding of councils systems
  • build support for improvements to information systems across the whole of council, and
  • clarify priorities for action

ICLEI Oceania has conducted teleconferences to discuss key themes around information management.  Recordings of two of these conferences are available below.
