Biography:
Mayor Borruel is a member of the National Action Party (PAN). He is the elected mayor of Chihuahua City for the term 2007-2010.
Carlos Borruel has his Bachelor’s degree in Philosophy from the Autonomous University of Chihuahua and has his Master’s in Administration from the Technological Institute of Chihuahua. He has been married for nearly 20 years to Leticia Macías, with whom he has four children: Mónica, Carlos, Gabriela and Diana.
He worked initially in journalism with the newspaper El Heraldo de Chihuahua and as Chief of Information for the newspaper El Norte de Chihuahua, from 1992 to 1996.
He was Chief of Social Communications for the General Procurement of Justice for the state of Chihuahua and in his last year, he filled the role of Director of Public and Media Relations for the National Institute to Combat Drugs.
From 1998 to 2001 he was a councilor for the City of Chihuahua. As councilor, Mr. Borruel introduced scholarships for economically disadvantaged students and worked to provide affordable housing. He also worked to approve la Ley de Fomento Económico, which has set a path to obtaining better employment in Chihuahua.
Afterward he served as Subdelegate for the Department of Social Development in Chihuahua until 2004 when he was elected State Representative for the XVII Local Electoral District to the State Congress of Chihuahua. He applied the experience gained from his role as Delegate to gain license to compete in 2007 to be the PAN candidate for mayor.
He was elected mayor of Chihuahua in the 2007 elections by a difference of 387 votes over the closest runner-up, Alejandro Cano Ricaud of the Institutional Revolutionary Party (PRI). He formally took office on October 9, 2007.
