Integration of ecoBUDGET with JNNURM Projects will improve governance
The Final Conferences on ecoBUDGET - Asia Project was held in Hyderabad on 11th October, 2007 and in Bohol, Philippines on 15-16th October, 2007.
The project closure Conference ‘ecoBUDGET - An Innovative System for Natural Resource Management & Urban Governance’ was organized by Guntur Municipal Corporation along with ICLEI South Asia in Hyderabad. The programme was attended by about 70 participants from different cities of the country including Gwalior, Ujjain, Katni, Vishakhapatnam, Anantpur, Kakinada, Shimla, Hyderabad and Guntur, apart from the delegates from Bologna, Italy, Vaxjo, Sweden, and Bohol, Philippines, who were the partner cities of the project.
The workshop was inaugurated by the Hon’ble Minister of Transport for Andhra Pradesh, Sri Kanna Lakshminarayana. The chief objective was to showcase ecoBUDGET as a tool to achieve sustainable development and incorporate environmental consciousness at the administrative level through discussions on implementation of ecoBUDGET in the partner cities and the case studies of Guntur and Bohol. It discussed ecoBUDGET as an innovative, flexible and replicable system for resource management and urban governance for Asian cities. Professor R. V. Rama Rao, Technical Advisory Group, JNNURM was a special speaker and discussed the possibility of incorporation of the concept of ecoBUDGET in the JNNURM cities. JNNURM projects include social and environmental auditing and intend to improve governance, which can be assisted by tools like ecoBUDGET. He also suggested that ecoBUDGET may be integrated with the already available information systems like NUIS, URIS, ENVIS. Mr. Vikram Roy, Advisor, Economic Cooperation, European Union, stressed on the need to promote small scale solutions to the problems of development of a city.

Roll Out Strategy discussed for ecoBUDGET in More Indian Cities
On the sidelines of the Final Conference on ecoBUDGET at Hyderabad, the National Round Table Discussion on ecoBUDGET - Asia: Roll Out to Indian Cities was held on 12th October 2007 in Hyderabad. The conference, co-organized by the Deutsche Gesellschaft fur Technische Zusammenarbeit (GTZ), the European Union’s Asia-Urbs Programme and ICLEI - South Asia, was attended by over 35 participants. It helped to understand the views from other Indian cities on the adoption of ecoBUDGET as an innovative, flexible and replicable system for resource management and urban governance.
ecoBUDGET is a tool for urban local authorities to predict, plan, control, monitor and report the use of natural resources, developed by ICLEI-Local Governments for Sustainability. In India, Guntur in Andhra Pradesh has implemented the ecoBUDGET concept as part of ecoBUDGET - Asia programme funded by the European Union’s Asia-Urbs Programme, successfully for the past two years, with the GMC meeting almost all the short term targets and steadily progressing towards the long term ones.
This round table discussion was organized to understand views from other Indian cities (eco CITIES and JNNURM cities) on the adoption of ecoBUDGET as an innovative, flexible and replicable system for resource management and urban governance. The Discussion was attended by more than 35 participants including representatives from the cities of Gwalior, Ujjain, Katni, Vishakhapatnam, Anantpur, Kakinada, Shimla, Hyderabad and Guntur. The programme included brief presentations from the participating cities to assess how ecoBUDGET can be utilized as a management system to address their environmental and development issues. Water supply and waste management emerged as the two major environmental issues from the city presentations. The Mayor of Gwalior, Mr. Shejwalkar, welcomed the idea of implementing ecoBUDGET to address the problems in the city. The mayor of Katni, Mr Jaiswal suggested that ecoBUDGET should also try to address the reduction of problems and not just mitigate them.
Mr. Rameshwar Gupta, Commissioner of Ujjain, expressed his interest in ecoBUDGET in addressing the environmental and developmental problems in Ujjain such as revival of the Kshipra River. Mr. Prasad, the Commissioner of Kakinada, stressed the importance of sensitizing and educating the politicians.
Prof. A K Maitra summarized the programme suggesting that ecoBUDGET is necessary for cities to ensure effective spending of funds and resources. The discussion ended on a very positive note with GTZ expressing interest in taking up the concept of ecoBUDGET further in other cities of India.

Local Renewables Freiburg 2007
Local Renewables - Freiburg 2007 addresses strategies for the implementation of sustainable energy at community level: Local renewables linked to energy saving and efficiency in an urban and peri-urban context. Awareness Activities in Bhubaneswar celebrating 'National Renewable Energy Day' and 'Local Self Government Day'
During the month of August a series of activities have been organized within the LR project in Bhubaneswar celebrating 'National Renewable Energy Day' on 20th August and 'Local Self Government Day' (31st August).
The activities included presentations and lectures on 'Renewable Energy and Energy Efficiency and Conservation’ for school children followed by a series of essay, poster and model making competitions on the same theme. Around 1000 students from 15 schools have participated in all these activities. The winners of these competitions were awarded during the 'Local Self Government Day' (LSG) cultural evening. An exhibition of the best poster and model entries was also organized.
A mobile display on 'Renewable Energy applications suitable for Urban Areas' was constructed as a part of a huge citizens rally (around 7000 citizens have participated in this rally) that targeted the population of about 8.5 Lakhs people in Bhubaneswar city. The rally was organized by Bhubaneswar Municipal Corporation and the purpose was to involve citizens and raise awareness on critical urban issues. This rally was a part of the LSG Day celebrations. During the rally through pamphlets and placards, messages and information related to Renewable Energy and Energy Efficiency and Conservation were disseminated to the citizens. Ministry of New and Renewable Energy contributed major part of the funding for the mobile display and other information material on 'Renewable Energy applications suitable for Urban Areas' .

Celebration of “Akshay Uraja Diwas” on 20th August 2007
Vowing its commitment towards addressing the physical, economic and policy aspects of energy, environment and resources, Nagpur Municipal Corporation celebrated “Akshay Uraja Divas” (National Renewable Energy Day) on 20th August 2007 in coordination with Ministry of New & Renewable Govt of India. The main celebration was arranged at Chitnispura Park, Nagpur. Hon’ble Guardian minister of Nagpur Mr Satish Chaturvedi & Mr Sanjay Sethi, Municipal Commissioner were present mainly among the other dignitaries.
At the beginning of the celebration, Sadbhavana rally was organized from the celebration place. Non conventional energy stall were erected in Chitanispura Park. Various posters, banners and hoardings were displayed giving the message of various energy resources. The displayed messages were from NMC, ICLEI and GTZ. Local school children were explained about the importance of the conventional energy resource. Painting competition was also organized among the school children related to non conventional energy resources. Cultural programme and essay competition was also organized on the same subject.
At a full capacity packed Chitanispura Park in Nagpur, Hon’ble Minister and Mr Sanjay Sethi, Commissioner NMC briefed about the NMC initiative on this burning issues and achievements and various options to be adopted by the Nagpur municipal corporation to reduce the load on the conventional energy to the 2500 school children present with teachers and civil society think tanks. Mr Sethi rekindle NMC commitment to the cause and mission to develop and promote technologies and policies for efficient and sustainable use of natural and renewable resources. Officers and staff of NMC working for the energy resource at Nagpur were also present at the time of discussion and celebration.
On the same day in the evening, a workshop was organized at Standing Committee Hall in the premises of Nagpur Municipal Corporation. Mr Sanjay Sethi, Municipal Commissioner and Mr Prakash Urade, Executive Engineer (ppc) were mainly present along with the NMC officers and staff, NGOs, dealers, Architect and Builder for the workshop. Fruitful discussion followed by the presentation took place in the workshop. Various sectors, where non conventional energy resources can be adopted by the Architect, Builders, NGOs were also discussed. NMC’s future planning and line of action on the subject matter were also briefed to the audience. Workshop was concluded with the vote of thanks to the stakeholders.

Integrated Water Resources Management for Two Cities in Madhya Pradesh
ICLEI-South Asia has collaborated with India Water partnership in carrying out "Water Campaign" i.e. Integrated Water Resources Management project for two cities, Gwalior and Katni of Madhya Pradesh, India. As a part of this initiative ICLEI will work these cities to develop inventory and forecast, direct and indirect impact of municipality on water resources. Further local water action plans will be developed.
Under this project, ICLEI-south Asia has started work, and the following actions has been completed so far:

ICLEI South Asia and GTZ jointly organized a “National roundtable discussion on Local Renewable Energy policy” under “Local Renewables Model Communities Network” project on 24 May 2007 at India International center, Delhi. The participants included representatives from Ministry of New and Renewable Energy Mr. Ajit Gupta, Sr. Advisor, Dr. A.K.Singhal, Director & Mr. Dilip Nigam, IREDA, Mr. S. Padhnabhan from USAID, CSE, Parsavnath Developers, Mr. J.K Mehta from WEC-IMC, Dr.Sameer Maithel, Mr. Rakesh Kacker from Indian wind energy association, Mr. P.D. Urade from NMC, Mr. Sanjib Mishra from BMC and many others.
Emani Kumar, Executive Director, ICLEI South Asia has welcomed the participants and gave a brief introduction about ICLEI and ‘Local Renewables Model Communities Network’ project.
Mr. Ajit Gupta, Sr.Adviser, MNRE, gave the inaugural address. He talked about the high rate of economic growth of India and thus the rapidly increasing energy demand. He further talked about the MNRE’s plan for developing 100 Indian cities as Solar/Eco/Green cities. These cities will develop Master Plans for energy efficiency, conservation and generation of energy through alternate sources. Considering the work that Bhubaneswar and Nagpur cities have already done and will be doing under the LR project, these two cities are very suitable for participating in the MNRE’s new programme.
Mr. Jurgen Bischoff, Director-GTZ-ASEM, said that, if we recall the launching Local renewable Project in April 2006, since then ICLEI has gone a long way. ICLEI can be extremely proud of what has been done in such a short time frame and all important milestones achieved looking at the results of Nagpur and Bhubaneswar”. GTZ is proud to be supporting this program.”
Mr. S. Padmanabhan, USAID , suggested that the resource centers established within the LR project should expand to Centers for Business and market transformations. These should be made self-sustainable as soon as possible

ICLEI speaks about events greening and energy efficient cities
ICLEI’s South Asia Secretariat co-organized the ‘UK-India Symposium on the Greening of Events and Energy Efficient Cities for a Lasting Legacy’, which took place in Delhi at the British Council on 7 and 8 February 2007.
The symposium focused on environment as an important dimension to major international events, infrastructure development and city planning. An event is considered “green” and sustainable if it is designed, organized and staged in accordance with sustainability principles, with a special focus on environmental concerns.
Leading experts from the UK and India shared their experiences with Indian professionals that included city managers, architects, engineers, planners, and students. The symposium addressed issues concerning the greening of major sporting events such as Olympic and Commonwealth games, with specific sessions on sustainable architecture, low carbon energy efficient buildings, sustainable transport, and resource efficiency in planning. With the 2010 Commonwealth games in sight, the symposium was a well-timed effort that provided a platform where like-minded professionals from relevant fields got together and discussed the developmental activities in the Capital city Delhi, and the impact of indiscriminate construction and a growing population on the ecology of cities in terms of the upcoming Commonwealth Games.
Discussing how the government should not focus only on the Games but should form a comprehensive strategy for the development of the state, Monika Zimmerman, Director of ICLEI’s International Training Center, listed 10 principles for greening events focusing on the need for lasting legacies, saying that, “Events should be used and structures should be built as legacy for the city, to benefit citizens, as learning opportunities and examples of sustainable urban development,” Director Zimmermann said.
Building experts from UK and India presented on topics related to integrating energy efficient and renewable energy techniques into building design. Various city representatives presented case studies of cities in India and UK that have undertaken initiatives to promote energy efficiency and renewable energy.
The concluding session of the event brought together the Mayors and Commissioners of six Indian cities that have been working with the ICLEI South Asia Secretariat for a number of years. They shared their viewpoints on green and energy efficient cities, sustainable buildings and discussed the various actions taken by their respective cities in addressing the key issues addressed at the symposium.
The event was organized by the British Council, along with the ICLEI South Asia, the British High Commission, the Oxford Brookes University and the Oxford-based Low Carbon Cities Initiative.

Building experts from UK and India presented on topics related to integrating energy efficient and renewable energy techniques into building design. Various city representatives presented case studies of cities in India and UK that have undertaken initiatives to promote energy efficiency and renewable energy.
The concluding session of the event brought together the Mayors and Commissioners of six Indian cities that have been working with the ICLEI South Asia Secretariat for a number of years. They shared their viewpoints on green and energy efficient cities, sustainable buildings and discussed the various actions taken by their respective cities in addressing the key issues addressed at the symposium.
The event was organized by the British Council, along with the ICLEI South Asia, the British High Commission, the Oxford Brookes University and the Oxford-based Low Carbon Cities Initiative.
Delhi becomes the 500th ICLEI Member
Delhi recently joined ICLEI-Local Government for sustainability as its 500th member. Experts from a meeting with the mayor of Delhi are given below:

UK-India Symposium on Greening Events and Energy Efficient Cities for Lasting Legacy
A major UK-India Symposium on Greening Events and Energy Efficient Cities for Lasting Legacy is being organised at the British Council on 7 and 8 February 2007.
The symposium will focus on environment as an important dimension to major international events, infrastructure development and city planning. Technically, an event is considered green if it is designed, organised and staged in accordance with sustainability principles, with a special focus on environmental concerns.
Leading experts from the UK and India will share their experiences with the Indian professionals including city managers, architects, engineers, planners, students. The symposium will address issues concerning greening of major sports events such as Olympic and Commonwealth games with specific sessions in areas of sustainable architecture, low carbon energy efficient buildings, sustainable transport, and resource efficiency in planning.
We hope that this Symposium will provide opportunities for developing knowledge based networks for future, amongst professionals in both the countries.
