About LA21

In the lead up to the 1992 Rio Earth Summit, ICLEI developed and proposed the concept of LA21. It was endorsed at the Summit as Chapter 29 of Agenda 21, the global action plan for sustainable development. This initiative has led to the single largest movement of local governments toward a common goal. More than 6,400 local governments in 113 countries worldwide responded to the goals of Agenda 21 by developing and implementing "local" Agendas 21, according to the Report on the 2001 LA21 Global Survey conducted by ICLEI.

Local Action 21 is the next phase of LA21, encouraging and supporting a shift from planning to implementation - a move from "agenda" to "action". At the 2002 Johannesburg World Summit, Local Action 21 was discussed and launched by ICLEI, hundreds of local government delegates, and many international partner agencies.
