Local Agenda 21–Model Communities Programme (LA 21 MCP)
In 1994, ICLEI worked with the cities of Cape Town, Johannesburg and Durban in South Africa; Jinja, Uganda; Manus Provice, Papua New Guinea; and Mwanza, Tanzania in East Africa and eight others from around the world in the LA21 MCP.
African Sustainable Cities Network (ASCN)
Through training and direct technical assistance, the ASCN built the capacity of local governments to institute participatory environmental planning. Thirty-five municipalities in nine countries were involved. The network addressed the increasing pressures confronting African local governments - many beyond their management capacities and jurisdictions - including demographic changes, inadequate infrastructure and resources for service delivery and planning, and conflicting interests between groups.
