ecoBUDGET-Asia Project
Overview of the Project
“EcoBUDGET ASIA: Implementing ecoBUDGET in Asian Local Governments” is an international co-operation and capacity-building project co-funded by the European Union within the Asia-Urbs programme and co-ordinated by the Environment and Green Areas Department of the Municipality of Bologna (Italy). Focused on improving environmental and urban management capacities and local governance, it involves two European Municipalities (Bologna and Växjö) and two Asian local governments (Guntur Municipal Corporation and Provincial Government of Bohol), which are assisted by the technical experts of the ICLEI’s European, South Asian and Southeast Asian Secretariats.
The overall aim of the project is to convey to the Asian partners the experiences gained by European partners from a previous European project (European ecoBUDGET, co-funded by the European LIFE-Environment programme), devoted to the adoption, by the local authorities involved, of the environmental management system called ecoBUDGET. The ecoBUDGET environmental management system has been developed by ICLEI especially for local governments, in order to plan, monitor, and report the consumption of natural resources within the municipal territory. The aim is of “securing citizens’ quality of life, with limited resources, to create a sustainable community while managing resources sustainably”.
The specific objectives of the ecoBUDGET Asia are focused on:
- urban management capacity and skills and the local governance;
- urban environment and living conditions;
- decentralised co-operation practices;
- durable peer-to-peer relationships at both political and administrative level;
- adaptation of ecoBUDGET to the needs and realities of Asian local governments;
- and demonstration of the instrument’s effectiveness, sustainability and potential for replication in other cities in the region.
In order to reach the objectives and support the Asian governments in applying the ecoBUDGET environmental management system at local level, the project foresees the organisation of technical field visits and workshops.
To facilitate the provision of technical assistance, a city-to-city approach is followed: the Municipality of Bologna is in particular assisting the Guntur Municipal Corporation, whereas the Municipality of Växjö will provide assistance to the Bohol Provincial Governement in the implementation of the system.
