City of Whitehorse and Active Reactor

Trial of Active Reactor lamp controller

The Active Reactor Company has developed a controller that regulates the power to the lamp to minimise energy use, extend lamp life and reduce maintenance costs. The lamp controller also maintains the correct light levels for the life of the lamp. Active Reactor will work with the City of Whitehorse to will retrofit 12 X 250 W high pressure sodium lamps and luminaires along 1km of lighting in Canterbury Rd, Blackburn. Monitoring of the power controllers will determine the effectiveness and power saving potential of this new technology. View Map

Banyule City Council (on behalf of the Northern Alliance for Greenhouse Action)

Lamp demonstration & trial - Northern Metropolitan Councils

This project is facilitated through Banyule City Council and the Northern Alliance for Greenhouse Action and will install 120 energy efficient street lamps (80 high pressure sodium and 40 T5 fluorescent) to replace inefficient 80W mercury vapour lamps. The lamps will be installed in locations from within the six NAGA member councils (which includes Banyule, Moreland, Darebin, Whittlesea, Hume and Maribyrnong) and monitored to determine their efficiency in the Victorian context. Update September 2007: Results for this trial are now available. See the report prepared by Kevin Poulton and Ray Simms.

City of Port Phillip

Acland Street retrofit

The City of Port Phillip will develop and implement an energy efficient street lighting design which combines 25 metal halide lamps with the use of electronic ballast technology or/and the sensory systems that detect lamp failure along Acland St. from Fitzroy St to Carlisle Street. This is a demonstration project in a highly visible and visited location which will help to determine future sustainable street lighting strategies for other municipalities. The City of Port Phillip will monitor and document the operation, maintenance and replacement costs of the proposed energy efficient street lighting project.  View Map

MacArthur Park Roadcon development

This project is a demonstration of 23 high pressure sodium lights to be conducted in the MacArthur Park housing development at Miners Rest. View Map

Sustainable Public Lighting at the Hunt club Development, Cranbourne

This project is a demonstration of 31 42watt compact fluorescent amalgam lights at the Hunt Club development in Cranbourne. View Map

Sandridge Bridge trial Fitzroy Gardens new pathway lighting

This project will illuminate a 200 metre path in Fitzroy Gardens that runs from the Freemasons Hospital to The Peter McCullum Institute. The path adjacent to the garden will be illuminated by 40 catenary lights (20watt metal halide), mounted on wires with poles hidden in the garden feature. The other part of the path in the direction of the city will be illuminated with 25 28watt T5 fluorescent lights on post top poles. Sandridge Bridge trial replaces the trial at the Fitzroy gardens which was stopped because of Heritage issues. View Map

City of Whitehorse

Brentford Square – upgrade of existing car park lighting

This project is a combination of a retrofit and the installation of new, more efficient light fittings. The retrofit includes the adding electronic ballast and electronic photoelectric cells on the 9 existing 150watt metal halide lights; and replacing the 12 existing 400watt metal halide lamps with 18, two of the 24watt T5 fluorescent lighting. The new installation includes 15 of the 1watt light emitting diode (LED) marker lights that will be installed within the carpark, at the end of existing aisles. View Map

Hepburn T5 Trial

This project is a demonstration of 12 tubular T5 fluorescent lights in two housing developments, one at South Trentham and one at Daylesford. View Map

Greenvale Rise at Roxburgh Park

Greenvale Rise Estate is a 340 lot residential development situated near Craigieburn. The demonstration project involves 16 of the 42watt compact fluorescent lights with electronic ballast and electronic photo-electric cells. View Map

VicUrban Jackson’s Hill Sunbury stages 16,17 & 55

This project is a demonstration of 31 42watt compact fluorescent lights and a retrofit of 27 150watt high pressure sodium lamps to use electronic ballasts on major roads at Jackson’s Hill, Sunbury. View Map

Aurora Sustainable public lighting trial

VicUrban will install 63 of the 50watt high pressure sodium and six of the 42watt compact fluorescent lights to provide street and laneway lighting in the first three stages of the Aurora development in Epping North. View Map

Melton Shire and Stockland Development Pty Limited

The Parks of Bellevue Hill, Hillside

The Parks of Bellevue Hill in Hillside is a 351 lot residential subdivision. The project will demonstrate 14 of the 55watt metal halide induction lamps. View Map

Whittlesea City and Villawood Properties Promenade development

 

The Promenade project is a 298 lot development located in Doreen. Villawood Properties will install 114 of the 42watt compact fluorescent lights for its street lighting. View Map

Laurimar Drapac Property will install 34 of the compact fluorescent lights for stages 4B of the Laurimar development. View Map

Sustainable public lighting at the Greens Development

The Greens is a 180 lot development located in Point Cook. It is a demonstration of 30 of the 50watt high pressure sodium lights on minor roads. View Map

This project is a demonstration of 15 of the 42watt compact fluorescent lights in new minor roads, on a 300 lot development in West Werribee. View Map

Fairways Village is a residential development of 129 lots. The project involves demonstration of 26 of the 42watt compact fluorescents in Flinders type luminaires in new minor roads. View Map

Parkview Estate and Woodlands Grove are two subdivisions with 333 lots in total. The project is a residential development that will demonstrate 93 of the 42watt compact fluorescents in Boston style luminaires in new minor roads. View Map

Banyule City Council (on behalf of the Northern Alliance for Greenhouse Action)

Sustainable public lighting planning guide for new subdivisions

This project, facilitated through the Cities of Whittlesea and Hume and the Northern Alliance for Greenhouse Action will develop a Sustainable Public Lighting Planning Guide for New Subdivisions. The development of the Guide will serve to incorporate sustainable public lighting outcomes in the planning process for new subdivisions; this has not previously been undertaken in Victoria. The project will build upon the experiences in NSW by using existing models and adapting them to the Victorian context. The project also involves the development of a comprehensive cost-benefit analysis of different lighting opportunities.

Banyule City Council (on behalf of the Northern Alliance for Greenhouse Action)

Photoelectric cell trial

This project facilitated through Banyule City Council and the Northern Alliance for Greenhouse Action will develop and install a photoelectric cell monitoring rig. The project seeks to quantify energy and dollar savings from the choice of photoelectric cell technology (photoelectric cells control the on and off switch times of lamps based on the amount of light exposure). The tests will be conducted under accredited laboratory conditions and in the field in locations within Banyule City Council. A report on the performance of photoelectric cells will be produced for dissemination to other councils.

Mornington Peninsula Shire Council

Developers’ guide to solar public lighting

Mornington Peninsula Shire Council will conduct a 12-month community and technical monitoring program for the grid connected solar street lighting system in Orchard Grove, Hastings. Orchard Grove is the first grid connected street lighting project in a residential subdivision in Australia. The monitoring results will be used to produce a developers' guide for the installation of solar lighting schemes.

City of Whitehorse

Design solutions for path and flood lighting

The City of Whitehorse will develop sustainable lighting design for car park and pathway lighting at Brentford Square, Canterbury Rd, Vermont. The lighting design will include lighting and cost analysis. This project will assist in the resolution of sustainable lighting designs for carparks and pathways, to be used as a model template for other Councils.

Agility

Accelerated product testing trial

SV will work with Agility to facilitate the laboratory testing of the technologies involved in the demonstration projects listed below. This will contribute to a greater market understanding of the cost and performance parameters of the various technologies.

Central Victorian Greenhouse Alliance

Model service level agreement

The Central Victorian Greenhouse Alliance will develop a model Service Level Agreement to specify the expectations and obligations between Council and distribution businesses for the use of energy efficient equipment and practices in public lighting. The provision of public lighting is currently covered by a standard “Public Lighting Code” which specifies the minimum standards and obligations of the distribution businesses and public lighting customers. This model could then be adapted for use by other Victorian councils.

Environs Australia Projects

Web-based information hub

Environs, in partnership with SV and other key stakeholders, will develop the content and functionality of a web-based information and electronic tools portal specifically related to sustainable public lighting. Current information regarding approaches to sustainable public lighting will be compiled and edited for web access and processes for integrating new learnings, particularly through other SPLI projects, will be developed. This project will then be integrated into a broader web-based Sustainable Energy Toolbox for local government audience.

Environs Australia Projects

Training needs analysis

Environs will develop a program for building capacity in sustainable public lighting. Environs will complete a training needs analysis and develop recommendations in conjunction with training providers for developing detailed, supported proposals for the modification of existing courses or the development of new courses.

ICLEI-A/NZ

Public lighting guidelines and action plans for local government

ICLEI – Local Governments for Sustainability - Australia/New Zealand (ICLEI-A/NZ) will develop a model Public Lighting Strategy and Policy document for councils. This document will be a framework for councils to use when developing strategies and policies regarding public lighting. Approximately 75 per cent of Victorian councils are members of the ICLEI-A/NZ Cities for Climate Protection program.

Melbourne City Council

Sandridge Bridge lighting design and trial

The City of Melbourne will implement a lighting trial of 28watt T5 fluorescent lights at Sandridge Bridge. The purpose of the trial is to evaluate the performance of the T5 to assist councils in determining their long term public lighting replacement strategies. NB: This trial was trial was initially targeted at a pathway within the Fitzroy Gardens, and the trial of catenary lights (20watt metal halide) and 28watt T5 fluorescent lights. The pathway will now be illuminated with White Metal Halide only, due to Heritage Victoria concerns.

Street Light Group of councils

Sustainable public lighting bulletins

The Streetlighting Group of Councils will create electronic bulletins on the sustainable delivery of public lighting. The electronic bulletins will draw on existing experience and expertise will bring together information from a variety of sources featuring profiles and progress reports on other SPLI partnership projects. The bulletins will be produced monthly for 12 months and will be developed with editorial input from SEAV and other key stakeholders.

Street Light Group of councils

Sustainable public lighting seminars

The Streetlighting Group of Councils will deliver a series of 4 workshops to local government officers in Victoria at one metropolitan and two rural locations (12 seminars in total). The seminars will draw on the expertise and experience of the Street Lighting Group (SLG) of Councils and other stakeholders with experience in delivering sustainable public lighting outcomes. The content of the seminars will be developed in partnership with SEAV and other key stakeholders and will include current best practice approaches to sustainable public lighting.
