Local government members form the constituency of ICLEI. Members are cities, towns, municipalities and metropolitan governments that are committed to sustainable development and join ICLEI in a formal process, normally decided by the local councils.
Members in each of the nine ICLEI Regions elect their Regional Executive Committees, which make up the ICLEI Council. The ICLEI Council has the power to elect the Global Executive Committee, revise the ICLEI Charter and establish policy direction for the organisation.
The ICLEI Council is the general assembly made up of the nine ICLEI Regional Executive Committee members. The Council meets every three years on the occasion to discuss and decide on ICLEI's strategic plans.
Through the Strategic Plan, ICLEI's membership sets the direction for the association's policies and programs. According to the ICLEI Charter, the Strategic Plan is adopted by the ICLEI Council at the Council Meeting, which takes place every three years. The Strategic Plan has a six-year scope but is revised and renewed every three years.
The Regional Executive Committee (RexCom) serves as the regional representation and policy-making body of the Members from the respective region. There are a total of nine RexComs - one for each ICLEI region - each composed of three to five members, elected from the regional membership.
The newly revised Regional Executive Committee for the Africa region of ICLEI, the “ICLEI Africa Committee” was established in June 2012 as part of the globally approved governance reform process within ICLEI.
The elected Committee members each lead one of the Committee Portfolios, which are strategically linked to strategic priorities and work areas of the ICLEI Africa Secretariat:
