State and Territory Information

Public lighting conditions differ considerably throughout the states and territories.

For instance, in terms of the regulatory and market structure, New South Wales, South Australia and Victoria have been operating under full retail contestability (FRC) for some time – and have publicly available load tables – while the Northern Territory and Tasmania still operate under the traditional, monopolistic model of energy distribution and retail. Meanwhile, Queensland is currently in transition from the traditional model to FRC.

There are also significant differences regarding the level of activity and council interest in sustainable public lighting. New South Wales and Victoria have a long history of council action on this issue, whereas South Australia, Western Australia and Queensland have seen many developments in a relatively short space of time.

For this reason, the following pages provide information specific to the states and territories to enable those working on sustainable public lighting to access the most relevant information and keep abreast of important developments in their area.

Each state page contains information on councils actions, developments, the regulatory and market structure and state/territory stakeholders. Please notify us of any actions or developments occurring in your state/territory that ought to appear on these pages.

The Sustainable Public Lighting website was created by ICLEI Oceania. Funding for this website was provided by the Australian Greenhouse Office (AGO) in the Department of Environment and Water Resources. The site is based on Sustainability Victoria's Energy Toolbox website.
