8:30 – 10:30: Plenary Session 5 – Municipal Movement and Best Practices
Globally, the number of cities and communities that are committed to climate action is growing. ICLEI’s Cities for Climate ProtectionTM (CCP) Campaign currently has over 650 participating cities and communities. Summit delegates will learn the latest update on the activities of the worldwide movement of local governments and hear a sampling of the best local action practices from around the world.

Local Climate Action and Sustainability
Participants will discuss the linkages between promoting local sustainability, global climate protection and community engagement. Initiatives, tools and methodologies adopted by local governments will demonstrate that climate action is a cornerstone in building sustainable communities.
C1 - Climate Change and the Triple Bottom Line in Your Community
The triple bottom line captures an expanded spectrum of values and criteria for measuring local government effectiveness. Sustainability is often described as encompassing the three-legged stool of environment, economy and society. Municipalities are increasingly adopting a Triple Bottom Line approach as a measurable mechanism to local governance. Presenters will explore a Triple Bottom Line approach to local climate action.
Cities that have entered into commitment to develop long-term commitment to urban sustainability have learned that mitigation
and adaptation are at the heart of their plans. Presenters will share and discuss their experiences, expertise and tools used to undertake very long term (60 to 100 year) planning for urban sustainability.
Repeatedly local governments are learning that effective climate action in their communities relies on strong partnerships from all sectors. Delegates will learn about he process of identifying and engaging partners in their communities for effectively develop and execute local climate action plans.

14:00 – 15:00: Plenary Session 6 – Agreement on the Declaration
As a continuation from Plenary 4, Summit delegates will convene in this second facilitated session to consider a final draft of the Montréal declaration from the Fourth Municipal Leaders Summit on Climate Change. Now that all networking, information and best practices sessions are complete, final comments will be received with the goal of having all delegates agree to the final Declaration to be delivered to COP 11/ MOP 1.

In the Summit’s final session, delegates will convene for a final dialogue between local governments and national and sub-national government representatives to discuss and explore the way forward in light of the entry into force of the Kyoto Protocol. Speakers and presenters will provide observations and commentary on the outcomes of the Summit and discuss the next steps for the movement of local governments committed to climate action.
