The cooperative support from other spheres of government is a key element of successful local climate action. What are the best practices in inter-governmental cooperation toward addressing climate change? Where are improvements needed? This session provides a unique opportunity for local governments to enter into a facilitated dialogue with other orders of government.

Responding to the Challenges of Climate Change

Around the world, local governments are taking action to mitigate climate change impacts through greenhouse gas emission reductions, while at the same time ensuring the quality of life in their comunities. Presenters in Theme Sessions A will share their good practices and discuss innovative approaches in addressing global warming.
A1 - Clean Air, Health and Economic Benefits of Climate Action:
Increasingly, local leaders are making the linkages between climate protection and improving air quality while securing quality of life and economies for communities. Presenters will discuss the climate connection to reducing public health costs, easing traffic congestion, and reducing energy consumption and waste.
A2 - Municipal Best Practices:(webcast)
What are the “best practices” in reducing greenhouse gas emissions? How do local leaders know how there emission reduction strategies compare to other cities? Presenters will discuss their details of their climate action plans and describe the challenges they face in the future.
A3 - Opportunities Through TechnologyRoom
How big a role does technology play in achieving climate action at the local level? Is technology the answer to significantly reducing global emissions? Presenters will address these questions and provide concrete examples of technologies role in local climate action.

Policies and Measures for Local Governments

Local governments have been taking timely action toward building resilience, mitigating impacts and adapting to climate change. Initiatives in different spheres of governments and sectors, within and beyond the institutional and legal frameworks, are inspiring and helping local governments to take action.
B1 - Community Resilience and Adaptation to Climate Change

How do communities build their resilience to the growing impacts of climate change? Presenters will share their unique experiences in responding to climate-based and other major impacts and describe their strategies toward building more resilient communities.
B2 - Kyoto and Other Emissions Trading Mechanisms
Local governments have shown great interest in understanding emissions trading. This session will cover the basics of emissions trading mechanisms and the relevance to local governments. Can local governments participate in existing trading schemes? Is emissions trading directly linked to the Kyoto Protocol or are there other mechanisms available to local governments?
B3 - Legal, Institutional Frameworks and Financing
Successful climate action at the local level requires the appropriate application of legal tools and the support of other institutions. Further, financing is often a very real barrier to implementation. Presenters will share their experience and investigate these critical components local action on climate change.

17:00 – 18:30: Plenary Session 4 – Municipal Leaders Declaration (webcast)
This plenary offers the first of two opportunities for Summit delegates to provide direct input to the draft Montréal declaration from the Fourth Municipal Leaders Summit on Climate Change. The declaration is a critical outcome of the Summit and will be delivered directly to the COP 11/ MOP 1
