Milestone 1 is an inventory of greenhouse gas emissions from council’s own operations (the corporate sector), and an analysis of sources of emissions from the municipality as a whole (the community sector). Once the base year inventory has been completed, a Business As Usual (BAU) forecast is undertaken to let council know where its greenhouse gas (GHG) emissions will be in future should consumption continue at a comparable rate.
Milestone 1 is the starting point in the CCP Program. It is important to undertake it thoroughly as it underpins the rest of the program. It is a snapshot of both corporate and community emissions, and gives an indication of which activities are contributing to GHG emissions within a given municipality. This information will then determine the most appropriate course of action to reduce a council's GHG emissions.
Finally, Milestone 1 acts as a constant reference point to track future endeavours and serves as a measuring stick against which a municipality’s progress through the milestones' process is measured.
