Background on COP11/MOP1
ICLEI hosted side event at the COP11/MOP1
Montréal hosted the Eleventh Conference of the Parties (COP11) to the United Nations Framework Convention on Climate Change (UNFCCC) and the First Meeting of the Parties (MOP1) to the Kyoto Protocol from 28 November to 9 December 2005.

The United Nations Framework Convention on
Climate Change (UNFCCC) is rooted in scientific findings that increasing concentrations of carbon dioxide, which are partly the result of human activities, are warming the global atmosphere. It is also thought that the increase of carbon dioxide and other greenhouse gases (GHG) is the cause of greater frequency and severity of extreme weather events such as droughts and heat waves. The UNFCCC was launched during the 1992 Earth Summit in Rio de Janeiro, and entered into force in 1994. It is an international treaty that sets out an approach for countries to address climate change.

The Kyoto Protocol to the UNFCCC was established in 1997 at COP3 in Kyoto. It sets out targets for industrialized countries to reduce their GHG emissions to an average 5.2 % below 1990 levels in the period 2008-2012. The Kyoto Protocol had enough support to enter into force on 16 February 2005. To date the Protocol has been ratified by 156 nations, accounting for over 60% of global greenhouse gas (GHG) emissions.

MOP1 opened a new chapter in the international dialogue on the Kyoto Protocol, including discussions about long-term measures to address climate change, and engaged the world to pursue and enhance efforts to reduce GHG emissions. This meeting brought together delegates from 189 countries and a large number of people from industry, business, the scientific community, and groups interested in action on climate change.
