Purpose

The Fourth Municipal Leaders Summit on Climate Change offered local governments the unique opportunity to:
  • SHOWCASE the latest knowledge and best practices in building sustainable cities and communities through greenhouse gas mitigation and adaptation strategies;
  • EXPLORE opportunities with national and multi-lateral bodies and private corporations on responsible action towards addressing global warming;
  • NETWORK with other local governments from around the world;
  • DEMONSTRATE to national delegations how to achieve greenhouse gas reductions to meet national commitments; and
  • DELIVER to the international climate change community a Declaration outlining the important role that local governments play in addressing global warming.

Context
Communities, being increasingly vulnerable to human-induced global warming, have strongly supported the implementation of greenhouse gas (GHG) emission reductions.

Collectively local governments are taking action, and through initiatives like ICLEI’s Cities for Climate ProtectionTM Campaign (CCP) have taken the lead and implemented measures to reduce their GHG emissions, improving the quality of life for their inhabitants while protecting the climate.
Local government is an acknowledged stakeholder in the international negotiations on climate change. Recognizing this, ICLEI has to date convened mayors and urban decision-makers from all continents at major climate change events like this one (see Past Events page).
The Fourth Municipal Leaders Summit on Climate Change was held as a parallel event to the Montréal Conference on Climate, COP11/MOP1, the first meeting of the parties after the entry into force of the Kyoto Protocol.

The 650 local governments worldwide that currently participate in the CCP Campaign account for approximately 15% of global GHG emissions.


Languages

The Municipal Leaders Summit’s working language was English. Materials such as the Summit’s website, program, announcements and other texts are also be available in French. Interpretation into French and Spanish were available during the plenaries and for one session each in theme sessions A, B and C.
