Tokyo facilities reduce emissions by 13% in FY 2010

Emissions reports and reduction plans from 1,159 facilities from Tokyo have been submitted under the Tokyo Cap-and-Trade Program.

The Tokyo Cap-and-Trade Program was launched in April 2010. The program was based on the Tokyo Metropolitan Environmental Security Ordinance. Under this program, covered facilities are obligated to submit and make public their annual emissions reports and emissions reduction plans. A covered facility is defined as one whose energy consumption in the previous fiscal year is 1,500kL or more in crude oil equivalent.  

Tokyo Metropolitan Government prominently reports its commitments, actions and performance to the carbonn Cities Climate Registry (cCCR) through the Local Government Climate Registry Japan.

The Japanese Registry is the first national supplement to the cCCR and allows 33 prefectures and 91 cities to display their emissions data to the world for global recognition.

Through 31 March 2012, annual emissions reports for FY2010, the first year of the program, had been submitted by 1,159 of the 1,348 covered facilities. The Tokyo Metropolitan Government examined these reports and prepared aggregated statistics. The highlights are:

  • Emissions in FY2010 had been reduced by 13% in comparison to base-year emissions
  • A total of 5,764 measures had been carried out in order to reduce emissions through until FY2010
  • 71% of facilities should be able to fulfill their reduction obligations through their own reduction efforts

As of May 2012, apart from presenting its greenhouse gas community inventory (total amount of emissions is 65,904,620 tCO2e.) Tokyo Metropolitan Government has also reported one energy commitment with a renewable energy target of 20% by 2020.

They also have two climate commitments with CO2e reduction targets of 22% by 2009 for government and 25% by 2020 for community.

Additionally Tokyo Metropolitan Government have two mitigation actions in progress, including Tokyo Green Building Program and Tokyo Cap-and-Trade Program and four action plans:

  • Tokyo Cap-and-Trade Program (Tokyo’s Mandatory emission reductions and Emission Trading System) 2008
  • Tokyo Metropolitan Environmental Master Plan 2007
  • Action program 2011 for “Tokyo’s 10 year plan” 2010
  • Tokyo’s Big Change – the 10 year Plan 2006
