ICLEI Oceania RexCom Members

According to the 2011 ICLEI Charter, a maximum of nine ICLEI Regional Executive Committees (REXComs) are to be established globally every three years. The REXComs represent the ICLEI members in each world region. From within each REXCom one representative is nominated to the ICLEI Global Executive Committee (GEXCom), which is the overall governing body representing the entire ICLEI membership. Below you will find information on the five Oceania REXCom members, which were voted for in April 2012.


Chair: Councillor Cathy Oke

First elected to the Melbourne City Council in 2008, Dr Cathy Oke is a scientist and environmental consultant with 20 years’ experience in the sustainability sector.  She has a PhD in Genetics and is currently working at RMIT University with the Interdisciplinary Conservation Science Research Group, a team of researchers working to understand the interaction between society and our environment.

At the City of Melbourne, Cathy is Chair of the Future Melbourne (Transport) Committee and Deputy Chair of the Future Melbourne (Environment) Committee.

Cathy is committed to supporting programs which enable a safe, vibrant and creative municipality, with a particular interest in our contemporary live music scene and sits on the steering committee for Melbourne Music Week.

Cathy represents Council on the ICLEI Oceania Regional Executive Committee and represents ICLEI Oceania on the Global Executive Committee. She represents local government on the Victorian Roads Based Public Transport Advisory Council.

Cathy has lived in the City of Melbourne for more than 30 years and her family has a long history of activity in the North Melbourne community.


Deputy Chair: Lord Mayor, Stephen Yarwood

Stephen is the City of Adelaide’s youngest-ever Lord Mayor. A town planner with nearly 20 years’ experience in state and local government, Stephen has dedicated his professional life to developing cities.

Stephen is working to make Adelaide a modern, vibrant and sustainable place to do business, live and enjoy life. He believes an economy based on innovation, education, arts and culture will make Adelaide prosperous. He is also encouraging strong working relationships between all levels of government, as well as business and the general community.

Stephen has an MBA, as well as post-graduate qualifications in Regional and Urban Planning and Environmental Studies. He has also lectured in planning and management in several countries.

Stephen lives in the heart of the CBD with his wife Emily, daughter Megan and son Oliver.

Mayor Paddi Creevey OAM

Paddi Creevey was elected by the community as Mayor of Mandurah for her second term in October 2009, and has been in Local Government 17 years.

Paddi has a Bachelor of Applied Science in Social Work (WAIT) now Curtin and worked at Royal Perth Hospital, and then at Community Health based in Mandurah for 20 years.

Paddi has been instrumental in the development of a wide range of community organisations and services.  Paddi is the Chair of the Governing Council of Challenger Institute of Training, and also serves on an advisory group on Higher Education in Regional Australia.

She is a member of the Peel Region Planning Committee, and has previously served as a  member of the Peel Inlet Management Council.  She is a member of the Regional Development Australia Peel, Chairs the Ministerial Advisory Committee, Women in Local Government, and has served on on the Peel Development Commission Board. 

She was previously a member of the Federal Government’s Coasts & Climate Change Council, and now serves as a member of the  Independent Expert Group (IEG) providing advice on the development of the Climate Futures Report.

Paddi believes that Local Government working well with others can make a difference to people’s lives and that strong partnerships benefit the community.

Paddi was awarded the Order of Australia Medal in 2010 for her services to the community and Local Government, and was inducted into the inaugural WA Women’s Hall of Fame in 2011.

Councillor Wayne Walker

Cr Wayne Walker is Chair of the Environment and Sustainability Forum at the City of Auckland, New Zealand.
