Full Members pay yearly dues based upon:

- Gross National Income per capita
- Population of the local government

Example Australia:
- If your local government wishes to become a Full Member and:
- Is from Australia with a gross national product per capita of $35,960 USD (Group IV)
- has a population of 900,000
the yearly dues payment would be $4,750 AUD (excluding GST).
Example New Zealand:
- If your local government wishes to become a Full Member and:
- Is from New Zealand with a gross national product per capita of $28,780 USD (Group IV)
- has a population of 900,000
the yearly dues payment would be $4,750 NZD.
