About the Project
MoUD has proposed to coordinate and support implementation of the SLB framework in 25 cities across the country as pilots. ICLEI-SA in association with MoUD and German Technical Agency (GTZ) is going to coordinate and support implementation of the Service Level Benchmarking (SLB) framework in 8 cities:
The project involves 2 phases:
Phase I involves collation of data as per stipulated formats designed by the MoUD for input into the SLB Data Book prepared by the Ministry. This will include mapping the institutional framework for the four services, collection of data and mapping of data flows, improving the quality of data by undertaking a sample survey or focused group discussions to get a more exact estimate. This may also include extracting and collation of data from existing records and assessing reliability of data collected, and reporting it as per formats provided.
Phase II involves preparation of Information System Improvement Plan to support provision of this data on an ongoing basis and preparation and implementation of a Performance Improvement Plan to facilitate improvement of performance levels on select service indicators.
The scope of work would ensure that ICLEI SA would identify the data for the benchmarks, its source and the methodology adopted. It also envisages a clear understanding of the roles and responsibility of each department of the urban local body for data collection, updation and maintenance of data systems. The flow of information through various departments/agencies also needs to be maintained and checked. ICLEI SA is also expected to undertake activities to improve the quality of data generated and ensure reliability of the data. The data would be submitted to the National Coordination cell.
Methodology and Approach
At the city level, a core team is to be constituted for implementing the Service Level Benchmarks (SLB) Project. Each SLB core team would be led by a senior ULB functionary and consist of 3-4 senior department staff to coordinate and assist in data collection, analysis, systems improvements and monitoring, which would be initially supported by ICLEI SA. The composition of the core team should preferably include one official from each of the following departments:
The SLB core team would be supported by ICLEI SA team in undertaking the data collection, refinement, design of ISIP, implementation of specific initiatives under the ISIP. ICLEI SA will also act as coordination points with the National Coordination Cell of MoUD who will coordinate the project nationally.
In addition, the State Nodal Officer would play an advisory and facilitating role to guide and oversee the implementation of the pilots form a state government’s perspective.

- Water supply
- Sanitation/Sewerage
- Storm Water Drainage
- Finance
- One of the above or some other senior City Official to act as Coordinator

ICLEI SA will also act as coordination points with the National Coordination Cell of MoUD who will coordinate the project nationally.
