High Level Special Event: local goverments and parlamentarians supporting climate change

On Wednesday 8 December, local governments achieved prominence through the high level event on cities and parliamentarians held for the first time in the history of the Climate Roadmap advocacy journey.

The event was chaired by the COP President with a keynote from the Executive Secretary; it included the participation of Mayor Ebrard (Mexico City), Minister Huytebroeck (Brussels-Capital), David Cadman (ICLEI President on behalf of entire LGMA constituency) and Theo-Ben Gurirab, President of the Inter-Parliamentarian Union and Speaker of the National Assembly of the Republic of Namibia.  

The meeting took place in the negotiation building crowded with both participants and international press and it was followed by a large press conference.

The event quoted the COP Presidency and the Executive Secretary on cities as governmental stakeholders and referred to the Climate Registry as piloting MRV and model for nations.

Participating in the High Level Segment of COP and in terms of LG referencing in the negotiation text, local governments achieved:

•    referencing and recognition back in shared vision of the LCA text and other parts such as adaptation, capacity building and REDD;

•    specific recognition of LGs as governmental stakeholders has been reached in a COP decision regarding future arrangements of the intergovernmental proceedings adopted by the Subsidiary Body on Implementation of the UNFCCC;

•    inclusion of city wide programmes in CDM studies

The desired outcome is now the adoption of these LG references as part of the effort of the Presidency towards the adoption by the COP of the entire LCA text with the chapters on mitigation and finance partly setting frameworks and partly deferred to further decision-making.

Mayors, legislators and delegates against Climate Change

In the presence of Mexican and foreign legislators, civil society representatives and delegates of the conference on Climate Change,  the Cities’ and Parliaments’ Initiative meeting was held in the Mar Conference Room of the Moon Palace building, an official venue of the COP16 in Cancun, as a part of the World Mayors Climate Summit. Her Excellency, Ms. Patricia Espinosa COP16/CMP6 President, invited all participants to a special session on governmental stakeholders and parliamentarians of the world supporting global climate action. Mr. Marcelo Ebrard, Chair of the World Mayors Council on Climate Change and Mayor of Mexico City, Mme Evelyne Huytebroeck, Minister of Environment of Brussels Capital Region, David Cadman, President of ICLEI – Local Governments for Sustainability will elaborate on the Mexico City Pact and carbonn. Cities Climate Registry, launched by 145 mayors from around the world. Dr. Theo-Ben Gurirab, President of the Inter-Parliamentarian Union and Speaker of the National Assembly of the Republic of Namibia presented the views of parliamentarians as governmental stakeholders.
