Day #4 - 2 December 2010: LGMA: attending the second meeting with the SBI Chair and meeting the Sri Lankan and Bangladeshi delegations
The Local Government Delegation (LGMA) started the day by attending the second meeting organized by the Chair of the SBI (Subsidiary Body for Implementation of the UNFCCC, Bo Asmus Kjeldgaard. Mayor for the Environment, Copenhagen presented a statement and position on behalf of LGMA. He highlighted that “in case a category of “governmental observer constituency” or “governmental stakeholders” would be envisaged for a new constituency for parliamentarians and legislators, the already existing constituency of LGMA requests to be equally recognized as a “governmental observer constituency” or “governmental stakeholder”. Both the SBI Chair, the Mexican delegation and members of the Mexican congress welcomed the LGMA proposals. The meeting will continue tomorrow with the Mexican delegation submitting a revised proposal that integrates the LGMA text.
When attending the civil society briefings of the chairs of the working groups on the Convention (AWG-LCA) and on the Kyoto Protocol (AWG KP), the LGMA questioned the new AWG-LCA Chair as to why the preamble of the LCA text (which contained references to local governments that was hard fought for at COP15 in Copenhagen) was not retained in her new text proposal in Cancun. The Chair upset LGMA and other stakeholders when she replied that “such a preamble should be part of a legally binding treaty, not of a COP decision which is likely to be the outcome of Cancun”.In their bilateral meetings with the Sri Lanka and Bangladesh delegations, LGMA in particular asked these delegation to intervene on this issue in further Party meetings of the day.

A positive breakthrough was achieved at the CMP Contact Group on Agenda Item 6 (issues related to CDM) who agreed to include a specific reference for a city-wide-approach in the design of Programme of Activities in CDM.
At a side event of the German Ministry for Environment, Bo Asmus Kjeldgaard presented the main elements of Copenhagen´s vision to become the world´s first carbon neutral capital. Ronan Dantec presented the innovative financing approach for urban action in cities that benefit from the revenues from auctioning of EU ETS emission rights.
Finally, the LGMA is preparing to deal with limited access and secondary badges for entrance as more than 20 heads of State are lining up to attend the High Level Segment of COP16 starting on Tuesday 7 December.
On 3 December, ICLEI will hold its official side event at COP16. Bilateral meetings are scheduled with the EU presidency, as well as with the Danish Minister for Environment, Mme Friis
