Day #3 - 1 December 2010: LGMA interventions

d with a diverse set of meetings in which LGMA intervened in an official manner.
First, ICLEI Executive member Cr Cathy Oke (Melbourne, Australia) addressed the plenary of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/CMP) on issues related to Clean Development Mechanisms. Her intervention highlighted that “…the participation of urban authorities and of urban mitigation projects in the global carbon market unfortunately remains extremely limited and that we should welcome any further studies of the UNFCCC Secretariat to remediate this situation”. Furthermore, bilateral meetings were undertaken with the Mexican Delegation on the topic of enhancing the engagement of observer organisations within the COPs, following the announcement by the COP President yesterday. In the afternoon, this topic was further discussed with the Parties as part of the Subsidiary Body for Implementation (SBI). Most Parties expressed their support for the search for new ways of engaging with observers, or to enhance the existing procedures for interaction with observers. These meetings will continue during Day 4, with a particular focus on formulating concrete proposals. LGMA is submitting a number of proposals.
In the afternoon, we participated in the briefing by UNFCCC Executive Secretary Christiana Figueres, in which she highlighted the importance of observers in the process of negotiation and appreciated their enrichment of the negotiations. For LGMA, Mayor Patrick Hays of North Little Rock (USA), an ICLEI Executive Committee Member, delivered an intervention expressing the leadership that cities and local governments have in the fight against climate change and highlighting the importance of the Mexico City Pact and the Registry to reports on local climate performances. As for the global negotiations, Ms. Figueres indicated that there is “little hope to obtaining a just, fair and ambitious agreement in Cancún, instead Cancún should be seen as the foundation to start to build for the future”.
Finally, Cr Cathy Oke and Mayor Patrick Hays spoke at the World Water Assessment Program and the Business Council & Sustainable Energy respectively.
