Wind- Solar Hybrid System in Coimbatore
The brand new Mettupalayam Bus Stand in Coimbatore will soon have a functioning wind-solar hybrid system serving as back up power during load shedding times. The installation, being undertaken under the Local Renewables project and the Urban Climate project, will feature 500 W of solar photovoltaic panels along with a 2700 W wind turbine.

The new bus stand already has energy efficient lighting that was installed by the Coimbatore Municipal Corporation, and with this new installation, the city further shows its commitment to renewable energy and energy efficiency.

This large scale initiative will serve as a pilot demonstration project, serving to raise awareness not only amongst the visitors and travellers to the city, but also the locals with its towering presence.

Work is almost complete, and the installation will be ready to function soon.
City Exchange Event, Coimbatore, 5-6 April 2010
City officials of the Nagpur and Coimbatore Municipal Corporations interacted during a City Exchange Event that was facilitated under the Local Renewables Project. Conducted in order to enable information and experiences exchange between the cities on local adoption of renewable energy and energy efficiency, the first such visit took place at Coimbatore on 5-6 April 2010. Nagpur Municipal Corporation was represented by Mr Mohammad Israil, Deputy Engineer. Mr Israil outlined NMC’s experiences in water supply energy efficiency to the city officials of the CMC, including Executive Engineer Mr Lakshmanan and the Municipal Commissioner, Mr Anshul Mishra. Visits were made by Mr Israil and ICLEI SA to various sites of the CMC where energy efficiency and renewable energy was being adopted, such as the Renewable Energy and Energy Efficiency Resource Centre, a tube well automation system site and a local manufacturer of windmills.
SWH promotion campaign, Nagpur, Feb-Mar 2010
The Nagpur Renewable Energy and Energy Efficiency Resource Centre (REEERC) in collaboration with the Nagpur Municipal Corporation (NMC) undertook a large scale promotional campaign for Solar Water Heaters targeting Nagpur's residential sector. A mobile van containing demonstration equipment covered 30 wards in Nagpur over the course of 15 days spanning end February to the second week of March 2010.

NMC, in its building byelaws, offers a 10% rebate on property tax for those building owners that install a solar water heating system. To help promote this incentive, ‘ambassadors’ for the scheme were selected through the mobile promotional campaign.
Coimbatore RC turns to Solar Power
The installation of Solar PV panels to power the Coimbatore Renewable Energy and Energy Efficiency Resource Centre at the CMC premises was completed in December 2009. Two systems, of 560W capacity each, provide electricity to the resource centre and the municipal commissioner's and mayor's chambers. The project, conducted under ICLEI's Local Renewables Model Communities Network Project, is expected to have a payback period of 6 years, and save over 12 tonnes of carbon emissions every year.
Local Renewables’ Indian Model Communities meeting with ICLEI ITC Director, Ms Monika Zimmermann in ICLEI South Asia Office, 04 November, 2009
Representatives of the three Indian model communities in the LocalRenewables Project, Nagpur, Bhubaneswar and Coimbatore met with Ms Monika Zimmermann, Director, International Training Centre, ICLEI and head of ICLEI’s GTZ funded LocalRenewables project, on 04 November, 2009 in the ICLEI South Asia office in Noida. Attended by Mr P D Urade, Executive Engineer, Nagpur Municipal Corporation, Mr Lakshmanan, Executive Engineer, Coimbatore Municipal Corporation, and ICLEI Project Officers from the cities Pravat Sutar (Bhubaneswar) and Rashmi Sinha (Nagpur) as well as ICLEI South Asia staff members, the occasion afforded an opportunity for the cities to update each other and Ms Zimmermann about their respective activities and achievements through the course of the LocalRenewables project. The extremely interactive session was accompanied by extensive brainstorming on future project aims and activities.

With the LocalRenewables Project entering its final stage, the focus of the meeting was also on developing ideas for continuation and further outreach projects, to ensure that all the progress made by the cities through the course of this project is not lost in the future.

Some of the more noteworthy achievements by the cities that were dwelled upon in detail during the meeting included the policy development approach of Nagpur city that allowed for considerable progress in terms of carbon emissions reductions over the past three years, and Bhubaneswar’s successful Resource Centre and the corresponding evaluation and monitoring activities. Another point on the agenda was to allow Coimbatore city to absorb all activities and lessons learnt, as it is about to embark upon the project implementation activities.

The meeting had several important outcomes, and it was concluded that a City Exchange Event would be planned in order to increase the peer learning opportunities and information exchange for the three Indian cities.
Site Visit to BMC Hospital, 03 September, 2009:
After the  Sub National Workshop in Bhubaneswar, participants were taken to the Bhubaneswar Municipal Corporation Hospital to showcase implementations done by ICLEI South Asia and to share its experiences of the “Local Renewables” project supported by German Federal Ministry for Economic Cooperation and Development (BMZ) and GTZ- from project inception in 2006 to the present day project progress including the development of model communities at Nagpur, Coimbatore and Bhubaneswar.   
Nagar Bandhu Samman 2009, Bhubaneswar
Nagar Bandhu Samman is an endeavor that identifies and felicitates individuals and institutions who have significantly contributed towards energy efficiency and application of renewable energy and hence making Bhubaneswar city energy efficient. It is also an effort to inform the citizens of Bhubaneswar about the activities on plantation, energy efficiency and their probable contribution towards Bhubaneswar Municipal Corporation’s vision vis-à-vis creation of a community-corporate interface on the same. 

This year, six Nagar Bandhus were identified and felicitated on Local Self Government Day on August 30, 2009. The Nagar Bandhus were awarded with trophies, certificates and shawls by Shri Prasanna Pattasani, Hon’ble MP, Bhubaneswar.
Akshay Urja Diwas celebrated under Local Renewables Project in Bhubaneswar
The Rajiv Gandhi Akshay Urja Diwas was celebrated on August 20, 2009 by organizing poster competitions in 3 schools under the LocalRenewables Model Communities Network project in Bhubaneswar.  The theme of the competition was “Application of Renewable Energy in Development of Bhubaneswar city”.  A total of 235 students participated at the event.  
Tree Plantation Programme, Nagpur
ICLEI South Asia and Nagpur Municipal Corporation are organising the “Tree Plantation Programme” from August 15 to September 15, 2009. Different areas in Nagpur city will be covered to spread the importance of tree plantation and its significance related to Climate Change. A total of 62 trees will be planted to mark the eve of 62nd Independence Day.


The plantation programme started at the Bishop Cotton School premises on August 15, 2009. The Principal, Ms. Ashita Thorat, planted  trees along with the students. The programme was also attended by the Supdt. of Engineer Mr. P.D Urade and other Nagpur Municipal Corporation officials. ICLEI-SA Project Officer, Ms. Rashmi Sinha told the students about the importance of trees in reducing the green house gases and air pollution problem associated with urbanization.
Inauguration of Renewable Energy and Energy Efficiency Resource Centre at Coimbatore
ICLEI South Asia is implementing LocalRenewables project in three Indian cities (Bhubaneswar, Nagpur and Coimbatore) to promote renewable energy (RE) and energy efficiency (EE) at city level. The Renewable Energy and Energy Efficiency Resource Centre (REEERC), established under the project at the Municipal Corporation of Coimbatore, was inaugurated on March 14, 2009.

The REEERC aims to energize communities by acting as a comprehensive resource base of information and physical exhibition of models related to RE & EE techniques and by raising awareness regarding these issues. Through active stakeholder participation it acts as a hub of all RE & EE related activities in the city and serves as a platform to meet all requirements of a potential consumer of these technologies.
Evaluation of Local Renewables Model Communities Network project
ICLEI’s Local Renewables Model Communities Network project, supported by the German Federal Ministry for Economic Cooperation and Development (BMZ) and GTZ, is presently in progress in Bhubaneswar, Nagpur and Coimbatore.

Since project inception in April 2006, ICLEI South Asia, with continuous support from the respective Municipal Corporations and the City Stakeholders, has successfully implemented a number of pilot projects and conducted awareness campaigns across different sections of society, including house-wives, teachers, students, etc. We are proud to announce that, under this project initiative, Bhubaneswar and Nagpur are the first two cities in India to adopt a city level Renewable Energy and Energy Efficiency policy.

Mr. Christian Seufert, Consultant to GTZ- Germany and Ms. Sobiah Becker of GTZ-Germany conducted an Evaluation of the project activities in February 2009. The Mission visited cities of Nagpur and Bhubaneswar between 10-18 February during which they met the commissioners of the city corporations and officials from various govt. departments and local representatives. They also met the Secretary, Ministry of New & Renewable Energy and other ministry officials on 17 February at the MNRE office in New Delhi. Though a formal evaluation report is awaited, the mission team highly appreciated the project activities in the cities.
Energy Saved with Pilot Initiatives under Local Renewables Project
Installation of Solar Water Heater (SWH) in Bhubaneswar Municipal Corporation Hospital
Since its inception, it has saved 717.5 litres of oil that could have been used to heat the water and has saved 7700 units of electricity thereby saving 3.614 tonnes of CO2 to the atmosphere and saving coal consumption of 11967.45 Kgs till end of February 2009. So far, the Solar Water Heater has supplied 82727.27 litres of hotwater (at 700 C) to 8686.36 indoor patients of Bhubaneswar Municipal Corporation Hospital. 
  
Installation of energy efficient lighting fixtures in Lord Lingaraj Temple Premises, Bhubaneswar, India
As a result of retofitting of lighting fixtures in Lord Lingaraj temple there has been a reduction of 36.25% of total electricity load and a total saving of 9.43 tonnes of eCO2 by the project till end of February 2009.  The project has saved Rs. 89,375.00 electric bill which implies that the project cost has already been recovered.  In addition, it has saved 9.43 tonnnes of eCO2 which otherwise would have been released into the atmosphere.

Installation of Solar Photovoltaic Power pack within the renewable energy and energy efficiency resource centre, Bhubaneswar
The initiative has been able to generate 2260.99 Kwh of electricity thereby reducing 1040.05 Kgs of CO2 into the atmosphere.  The demonstration has been quite successful but the cost of project implementation has been the major hurdle for the common citizen to adopt such SPV technologies. 
National Science Day celebrated with Vimlatai Tidke Convent School, Nagpur
The Vimlatai Tidke Convent School, Beltarodi, celebrated National Science Day  on February 28, 2009 by organizing a seminar and an exhibition for three days. During the event the Corporator of Beltarodi Mrs. Archana Dehankar was present along with Nagpur Municipal Corporation officials and other invited guests.

The exhibition was co-organized by the Nagpur Municipal Corporation & ICLEI - South Asia with the theme as “Natural Resources & Energy Conservation”.

A large number of children participated in various activities such as oration on different topics related to the theme such as Global warming, Natural and Renewable Energy Resources, working of Solar Water Heater, Photovoltaic electricity generation etc. Students prepared posters and displayed them during the exhibition.  Also various models of Solar Water Heater, Solar lantern, Solar Caps etc.
Corporation of Coimbatore signs MoU with ICLEI - South Asia
The Corporation of Coimbatore and ICLEI - South Asia signed a Memorandum of Understanding on 03rd October 2008 for the Local Renewables Model Communities Network Project supported by GTZ and the German Federal Ministry for Economic Cooperation and Development.

Coimbatore is the third city in India after Bhubaneswar and Nagpur to join the network and promote Sustainable Energy Policies and Actions within their Municipal strategies.
Nagar Bandhu Samman for a clean Bhubaneshwar
ICLEI South Asia partnered with the local administration of Bhubaneswar city in the “Nagar Bandhu Samman” Scheme. This was a joint initiative which aimed to identify individuals and institutions that have significantly contributed towards energy efficiency and application of renewable energy and have helped to take Bhubaneswar towards an energy efficient future and felicitate them. The felicitation ceremony was held on “Local Self Government Day" on August 31 2008.

NMC celebrates Akshay Urja Diwas with ICLEI -South Asia
Nagpur Municipal Corporation (NMC) celebrated “Akshay Urja Diwas” on 20th August 2008 along with Ministry of New & Renewable Energy (MNRE), Govt of India, Maharashtra Energy Development Agency (MEDA), Govt of Maharashtra and ICLEI-South Asia at R.P. Samarth Stadium (Chitanis Park). Hon’ble Ministers, Shri. Satish Chaturvedi & Shri Anees Ahmed, Hon’ble Deputy Mayor Shri Kishore Kumariya & Hon’ble Additional Commissioner, NMC, Shri Atul Patne were present among other dignitaries.
 
A Sadbhavana Rally was organized in which school children participated, displaying banners and posters on Energy conservation & importance of Renewable Energy etc. Stalls with various posters, banners, hoardings and products related to renewable energy were displayed by NMC, ICLEI – South Asia, GTZ, and various local dealers. The importance of the conventional energy resource was explained to the participating children. NMC organized cultural programme & several competitions for the school children related to non conventional energy resources to mark this event followed with a prize distribution ceremony. The winners were awarded with a cash prize, along with the mementos and certificates. ICLEI-SA gave away Solar lanterns (1st prize) and Solar Caps (2nd Prize) to the winners.

About twenty thousand students participated in the competitions.
Energy Clubs in more than 20 schools
Under the LocalRenewables project, Energy Clubs have been constituted that focus on imparting environmental education, encourage and mobilize participation of school children in various environmental conservation activities in their localities and providing ways and means for sustainable resource applications. More than 20 schools have joined the Energy Clubs.
Solar Power Pack System Installed
A Solar Power Pack System was installed at the Renewable Energy and Energy Efficiency Resource Center (REEERC) in the Nagpur Municipal Corporation (NMC)premises by ICLEI-SA as part  of their pilot project activity under the Local Renewables Project. It was inaugurated by Hon’ble Deputy Mayor Shri Kishore Kumeriya. Shri Atul Patne, Addnl, Commissioner, NMC, was also present on this occassion along with other executives and senior engineers of different zones of NMC. 

Nagpur City Visit
ICLEI-SA Project Officer, Rituraj Borah, visited Nagpur to meet the new Commissioner of Nagpur Municipal Corporation(NMC), Mr. Asheem Gupta IAS, and discussed in detail about the of Local Renewables project activities. NMC and ICLEI-SA are planning a grand celebration, involving school children, on 20th August 2008 - Akshay Urja Diwas.

Teachers' Training Program in Bhubaneshwar on Climate Change
A Teachers’ Training Program was organized on 7th May 2008 at the Biju Pattnaik Energy Park in Bhubaneshwar under the Local Renewables Model Communities Network Project. This program was aimed to address the growing concern related to energy, poverty and the immediate need to protect the current global environmental crisis viz global climate change and its associated attributes.

The objectives of this program were to:
  1. Sensitize the teachers towards environmental impacts of conventional energy use practices
  2. Provide exposure to teachers towards renewable energy use through various renewable energy equipments
  3. Provide a platform for interaction amongst them on renewable energy and energy crisis

In the training program, the role of alternative sources of energy towards the sustainable development in terms of energy security was discussed. The half day training module involved lectures, a short documentary, presentations by Orissa Renewable Energy Development Agency (OREDA) experts and follow up discussions. ICLEI project officer shared the information on city energy report with the participating teachers to sensitize them at their own city level. Mr. Purnendu Mohanty, Dy. Director, OREDA deliberated on renewable energy with brief discussion on waste to energy and practical demonstration of renewable energy equipments within the Biju Pattnaik Energy Park.

A total of 56 teachers from Ruchika High School and two branches of St. Xavier’s High Schools participated. The program was much appreciated by the teachers who also invited some of the resource persons to discuss renewable energy and green building at their schools for the students benefit.

Energy Efficient Retrofitting in Lingaraj Temple, Bhubaneshwar
Under the Local Renewables Project, energy efficient lighting fixtures were fitted in the Lingaraj Temple of Bhubaneshwar in place of ordinary lighting system. All the 40 W ordinary tube lights were retrofitted into energy efficient lighting of 28 W. This initiative also addresses the implementation of the city’s local energy policy. The energy efficient lighting was inaugurated by Shri V Subramaniam, Secretary, Ministry of New and Renewable Energy on 31 March 2008 in the presence of Chief Secretary, Government of Orissa.

Renewable Energy Stall in Khandagiri Mela in Orissa
In an effort to generate awareness on Renewable Energy and Energy Efficiency, staff from the Resource Centre in Bhubaneshwar held a stall in the “Khandagiri Mela 2008” for 5 days in Bhubaneshwar. The stall included a variety of exhibits on renewable energy and energy efficiency. It generated a lot of interest among the Mela visitors who came in large numbers. The visitors  included engineering students, school students, residential association members, defence personnel, NGOs, Forest Department, Business management institutes, housewives etc.  They wished to know about the technical, financial, and educational aspects pertaining to renewable energy and energy efficiency.

Solar Water Heater System installed in Municipal Hospital, Bhubaneshwar
A Solar Water Heater System that has been installed in the Municipal Hospital, Bhubaneshwar was inaugurated on the 10th of January 2008. The installation was proposed under the ongoing Local Renewables project with ICLEI-SA. Installed as a demonstration pilot initiative towards implementing the city’s energy policy, the project aims to address the twin objective of reduction of the hospital’s regular electrical consumption, and spreading awareness through use and visible benefits.
The inauguration was carried out by local Corporator, Mr. Mahapatra and was attended by the representatives of City Corporation, city press and hospital senior staff besides few enthusiastic students from nearby schools.

Celebration of “Akshay Uraja Diwas” on 20th August 2007
Vowing its commitment towards addressing the physical, economic and policy aspects of energy, environment and resources, Nagpur Municipal Corporation celebrated “Akshay Uraja Divas” (National Renewable Energy Day) on 20th August 2007 in coordination with Ministry of New & Renewable Govt of India. The main celebration was arranged at Chitnispura Park, Nagpur. National Round Table Discussion on Local Renewables Energy Policy

Round Table Discussion on City level Renewable Energy and Energy Efficiency policy,Nagpur 25 April 2007
Nagpur Municipal Corporation (NMC) organized a roundtable discussion on City level Renewable Energy and Energy Effiecny policy under Local Renewables Model Communities Network project on 25 April 2007. This event also marked the Earth Week activities in the city. During the event Mr. Lokesh Chandra, Municipal Commissioner, Nagpur Municipal Corporation presented the City energy status report and carbon emission inventory prepared under the project with support from ICLEI South Asia.

Nagpur city consume 1030 Million units of Electricity annually i.e. about 210 units per capita annually for residential activity. (245 KWh per capita average of other 16 Indian cities). Residential activities consume maximum energy of all sectors. The energy consumption is raising at the rate of 5-10% annually, however some fluctuations are observed due power shortage in the region. In transport sector petrol consumption by two wheelers is most dominant with .39 Million two wheelers (93% of all vehicles in the city). NMC also consume about 36 Million KWh for Water Treatment costing 96 Million Rs. Sewerage pumping and treatment consume 4Million KWh of electricity costing 17.5 Million Rs

Mr. Prakash Urade, Project Officer brought up the issue of unsustainable use of energy and related climate change threats. All activities in Nagpur city contribute to 1,833,049 T e Co2 in 2006; Total carbon emission of the city has gone up by 3% during 2005-2006. The Per capita emission for Nagpur city is 0.88 T/ Year or 2.41 Kg Per day in 2006.

Mr. Anurag Mishra, Program Manager ICLEI South Asia initiated the policy discussion with case studies of Indian and international cities policy initiatives and some suggestions for Nagpur city policy. The main areas of actions for Energy Effiecny activities in Nagpur City are identified as buildings, building by laws, street lighting/hoardings/lightings in public places, water/ waste water, bulk consumers, Advertisement. Whereas for renewable energy application solar water heating for commercial purpose, hotels, hospitals and energy conversion from methane generated at sewage treatment plant.

The event was attended by representatives of Maharashtra State Electricity Board, Maharashtra Power Generation and Supply Company, TATA BP Solar, National Environmental Engineering Institute, Central Fuel Research Institute, Private consultants etc. This event was also observed by Mr. Jan Peter Schemmel, Expert GTZ Germany and Mr. S.K. Kulshresta, Sr Urban Planner.
Round Table Discussion amongst Local Stakeholders on City Level Renewable Energy –Energy Efficiency Policy at Bhubaneswar on 16th March 2007
The model cities-Bhubaneswar and Nagpur participating in the ‘Local Renewables Model Communities Network’ project, have committed to formulate a city level Renewable Energy –Energy Efficiency policy. To initiate this process, a roundtable discussion was organized at Bhubaneswar on 16th March 2007. The local stakeholders group identified during the first year of the project was invited to participate in the discussion and give their valuable suggestions toward the policy formulation. The participants included representatives from Ministry of New and Renewable Energy regional office, Orissa Renewable Energy Development Agency, District Renewable Energy Association, Municipal Corporation engineers, scientists, architects, consultants, manufacturers, energy auditors, NGOs, media etc.

Within the project, the data of Bhubaneswar city energy consumption has been collected and analyzed. The results of this assessment were presented as a context for the policy discussion. The Commissioner of Bhubaneswar Municipal Corpoartion, Mrs. Aparajita Sarangi, moderated the policy discussion. She raised concerns over the increased use of conventional sources of energy within Bhubaneswar city and the increased green house gases associated with it. The discussion was very focused and resulted in a wide range of suggestions for the Bhubaneswar city RE-EE policy. Some of the suggestions are as follows:
• National Energy Conservation Building Code should be adapted to local microclimate and should be made mandatory for new building plan (above a specified floor area) approval. Planning authorities should have an architect or civil engineer having in depth knowledge of Solar Passive Architecture as Planning Member.
• Energy audit should be made mandatory for every functional building in government and private sector within a scheduled time period. Required action for modification of the design and addition/alteration required for making the existing structure more energy efficient should be under taken. Retrofitting of renewable energy equipments/gadgets required if any should be under taken.
• Replacement of Incandescent lamps by energy efficient lighting fixtures should be promoted
• Senior officials should be appointed as energy managers in every office to make strict vigil over unnecessary use of energy at their office premises
• Making the solar water heating systems a mandatory provision for all functional building (above a specified area) both in government and private sector. Necessary modification in building byelaws warranted.
• Use of solar energy for hoardings and lighting public places in the city should be mandatory
• Replacement of existing water pumps with solar pumps for supply of drinking water supply with electrical back up
Bhubaneswar Launched Renewables Resource Center
Honorable Mayor of Bhubaneswar, Shri Mihir K Mohanty, in presence of the Municipal Commissioner of Bhubaneswar and other Corporators, dedicated the Renewable Energy and Energy Efficiency Resource Center to Public. BMC/ CMAO involoved public private partnerships in displaying the information and create awareness among citizens and decision makers.
Local Renewable Yearly Review - 2006
ICLEI South Asia has released its 2006 Yearly Local Renewables Model Communities Network Project review. This issue highlights some of the major initiative and achievements of ICLEI South Asia in 2006.

Training on Renewable Energy and Energy Efficiency/Conservation for School Children and Teachers,on the 23rd and 24th December 2006 at Biju Patnaik Energy Park, Bhubaneswar.
Following the activities of the ‘Energy Conservation Week 2006’ from 14-21 December, within the ‘Local Renewables Model Communities Network’ project, a two-day training programme on renewable energy and energy efficiency/ conservation was jointly organized by Bhubaneswar Municipal Corporation, Center for Environment and Education (CEE), Orissa Renewable Energy Development Agency (OREDA), City Managers Association Orissa (CMAO), ICLEI South Asia and the Ministry of New and Renewable Energy, Government of India.

Two groups of 30 students and 4 teachers from two schools: DAV Public School and Sibananda Centenary Govt. High's School, Bhubaneswar, attended the training programme.

Interactive discussions were held on energy concepts, conservation and efficiency through slide presentations. All the participants were informed in detail about the importance and use of all the renewable energy devices installed in the state energy park.

The students were divided in five groups and five different activities (e.g. check your Energy IQ, How much my Habits cost me, Electrifying Days, Energy Audit, Energy Patrol) were conducted. This was followed by presentations by each group on their given exercise.

After presentations from each group, the students were divided into 7 groups for conducting a play/mock parliament. A case study was explained to each group and the students were asked to act as Chief Minister and Cabinet Ministers and were allowed to debate on the energy needs of the town mentioned in their play script. Each group participated in the debate very actively and discussed about various possibilities to meet the energy demand, viz nuclear power plant, hydro-electricity project, energy generation from wind and tides, energy from bio-mass, etc.

The concept for the programme was "To train the trainers". The idea was to train a small group of students and teachers in such a way that they can further spread the message amongst their parents and other students.

The two-day training programme was very successful and teachers from both schools appreciated this kind of an initiative and suggested ways of link these kind of event with the curriculum of students. Teachers were requested to continue these kinds of activities in their respective schools for wider dissemination of the information. It was decided that after two to three months, the school would be contacted to find out the impact of this training programme.

Students were awarded Certificates for participating in the programme. At the concluding session of the programme, students were requested to provide their feedback on all the aspects of the event and also on other similar activities that they feel could be more effective in creating awareness about renewable energy and energy conservation principles. The enthusiastic response received from the students was very positive and their suggestions were noted down to be considered while designing future awareness activities.


National Consultative workshop on Local Renewables and Energy Efficiency in Urban Services was held at Bhubaneswar on the 22nd of December 2006
The workshop was jointly organized by Gesellschaft für Technische Zusammenarbeit (GTZ), Bhubaneswar Municipal Corporation, City Manager’s Association Orissa and ICLEI – Local Governments for Sustainability.

The event was organized under the Local Renewables Model Communities Network programme and brought together about 60 delegates from various cities of Orissa and also from the cities of Nagpur, Hyderabad and Shimla. Participants included key stakeholders related to this field, subject experts, and businessmen. This event provided a much needed platform where all the relevant stakeholders and decision makers discussed the status of energy usage in the urban services and explored various opportunities available in urban areas where renewable energy and energy efficiency technologies can be implemented.

The Honorable Minister of Urban Development & P.E, Shri Kanak Vardhan Singh Deo inaugurated the programme. The inauguration session was followed by address by the Municipal Commissioner of Bhubaneswar-Ms Aparajita Sarangi, Executive Director of ICLEI South Asia- Mr. Emani Kumar, Secretary Housing and Urban Development Department- Dr. Arun Kumar Panda and the Deputy Mayor of Bhubaneswar-Ms. Urmila Mohapatra. Later on joined by Honorable Mayor of Bhubaneswar Mr. Mihir Kumar Mohanty. He addressed on the issues and opportunity for Bhubaneswar in Renewable & Energy Efficiency measures.

The technical sessions focused on the energy usage in urban services, city initiatives to promote renewable energy and energy efficiency and renewable energy applications in urban services. The speakers and participants of these sessions included the Mayor of Bhubaneswar- Shri Mihir Mohanty, representatives from many city governments (including the partner city Nagpur and satellite cities of Cuttack, Puri, Paradip and Balasore), Regional Head of the Ministry of New and Renewable Energy, engineers from
the public service departments, architects, manufacturers of renewable energy equipments, consultants and NGOs.
Students Volunteer for Civic Awareness in Bhubaneswar, 2nd December 2006
Bhubaneswar Municipal Corporation in support with ICLEI South Asia, organized an awareness campaign on 2nd December 2006, involving National Service Scheme Volunteer (NSS) students. The purpose of this event was to promote civic awareness in the city with focus on energy conservation, environmental awareness, parking of vehicles in appropriate parking zones, etc.

The main themes of the awareness programme were,

o “Trees are for life. Plant more trees".
o "Protect the tree guards of Bhubaneswar Municipal Corporation.
o They are public property. Protect the sapling planted”.
o “Energy is precious. Let us conserve it”.
o “Do not allow debris at public places”.

"Let’s work together for a cleaner and greener world. Let’s show our concern and care for the Environment"
This was the valuable appeal to all the citizens from BMC and ICLEI South Asia.

First International Workshop on Local Renewables Model Communities Network, organized at Nagpur 28-30 November 2006.
The first International Workshop on Local Renewables Model Communities Network, organized at Nagpur during 29-30 November. It was organized by Nagpur Municipal Corporation in association with Gesellschaft für Technische Zusammenarbeit (GTZ), and ICLEI – Local Governments for Sustainability. The occasion was also marked with the launching of the Resource Centre on Renewable Energy and Energy Efficiency at Nagpur on 28 November afternoon at Nagpur Municipal Corporation.

The event brought together about 80 delegates from German cities of Freiburg and Bonn, City of Betim, Brasil, ICLEI European Secretariat, ICLEI US office, ICLEI International Training Center, The World Bank, ASEM GTZ India, and representatives from the local governments of Indian cities of Coimbatore, Madurai, Jabalpur, Cuttack and Rajkot, key stakeholders in field, subject experts, and businessmen. The purpose of the event was to provide a common platform where representatives of various sectors could share and learn from each other’s experiences on renewable energy and energy efficiency at local level.

The programme started with the launching of the Renewable Energy and Energy Efficiency Resource Centre by the Honorable Mayor of Nagpur Shri Naresh Gawande. This was followed by a formal Inaugural session of the whole event. The session was addressed by the Honorable Mayor of Nagpur Shri Naresh Gawande, Ms. Monika Zimmermann, Director ICLEI International Training Centre, Dr Jurgen Bischoff, Director GTZ ASEM India, Mr. Emani Kumar, ICLEI South Asia and Honorable Mayors of Jabalpur and Cuttack cities.

Dr. Jurgen Bischoff, Director GTZ-ASEM India, chaired first session on Local Renewable Model Communities. Representatives of the cities of Nagpur, Bhubaneswar, Freiburg and Betim presented on various energy related issues of their cities. Dr. A.K. Singhal, Director (Solar energy), Ministry of New and Renewable Energy chaired session on local renewable energy and energy efficiency policies, best practices and projects. The sessions included speakers from the Ministry of New and Renewable Energy, city of Bonn, city of Hyderabad and TATA BP Solar.

Third session focused on Financing Renewable and Energy Efficiency projects, chaired by Mr. Charles Comier, World Bank. Representatives from Ministry of New and Renewable Energy, Indian Renewable Energy Development Agency, ICLEI US and Vestas RRB participated in this session. The day closed with a round table discussion on expectations of the cities to the international cooperation and the ICLEI network.

Last day of the event included visits to two interesting sites with renewable energy installations. First visit was made to a Solar Thermal installation in Hotel Pride, Nagpur. Second visit was to a waste to energy plant called “Unique Waste Plastic Management and Research Company Pvt. Ltd’ in Nagpur. This plant convert plastic waste in to diesel based on the research of Dr Alka Zhadgaokar, using a catalyst for converting waste plastics into hydrocarbons both liquid and gaseous, and some coke.
Indian Local Renewables Participant Cities visited Barcelona and Freiburg (19-26 September 2006)
A high level Indian delegation visited the cities of Barcelona and Freiburg as part of the “Local Renewables Model Communities Network” project to promote renewables and energy efficiency at a local level. The delegation consisted of Mr. Lokesh Chandra, Commissioner, Nagpur Municipal Corporation and Mr. Mihir Kumar Mohanty, Mayor, Bhubaneswar Municipal Corporation. They were accompanied by: Ms. Pooja Shukla, Project Officer, ICLEI South Asia.

The overall purpose of the visit was to provide an international exposure to the Indian partners of the LR project, where they can see and learn from the activities of the local governments that have done commendable work in the field of Renewables. It is intended that this would inspire the Indian partners to bring back home some of the ideas and successful strategies adopted by the local governments of Barcelona and Freiburg, and implement them in their cities to achieve the objectives of the Local Renewables project.
The visit was also meant to strengthen the international network of established Model Communities in Europe and to explore opportunities of expanding this network.

Visit to Barcelona involved meeting with the city officials, visit to solar installations and meeting with Mrs. Imma Mayol, Deputy Mayor of Barcelona and the President of the Barcelona Energy Agency. The aim of the visit was to learn about the strategies adopted by the city to promote renewables, the positive impacts of these activities on the city and also the barriers in achieving this.

The delegation attended “EcoProcura 2006” conference on Sustainable Procurement held in Barcelona, from 20 to 22 September 2006. Indian delegates attended this conference to learn about the activities of the local, regional, national governments and international bodies all over the world to promote and implement sustainable procurement.

The delegates visited the city of Freiburg, which is a European partner and an important resource community for the project “Local Renewables Model Communities Network” to understand how the city has achieved number one position in the utilization of solar energy for the generation of heat and electricity. The visit included meeting with the city planners, visits to renewable energy projects in the region and a meeting with the Lord Mayor of Freiburg.

City Visits to Local Renewable Model Cities
As part of phase II of the Local Renewable Model Communities Network project, ICLEI South Asia officials visited Bhubaneswar and Nagpur cities. The purpose of these visits was to initiate project activities in both the cities. The agenda for the visits included the following:
• Conduct meetings with the officials of Bhubaneswar Municipal Corporation (BMC) and Nagpur Municipal Corporation (NMC) and decide the activity plans for the next six months (July-December 2006)
• Obtain political approval of the project by the Council
• Identify locations for setting up of the Renewable Energy Resource centre
• Conduct meetings with the local stakeholders group

Bhubaneswar visit: 28th June to 1st July
• Mr. Emani Kumar and Ms. Pooja Shukla ICLEI South Asia met Ms. Aparajita Sarangi, Municipal Commissioner, BMC and discussed project activities to be implemented in the city.
• A personal meeting was held with the Hon Mayor of Bhubaneswar where he was given an update on the progress of the project.
• Meetings with a few local stakeholders were conducted to review the local status of renewable energy and energy efficiency related activities in the city. Meetings were held with Orissa Renewables Energy Development Agency (OREDA) Chief Executive- Mr. Ajit Bharthuar, Head of Centre for Environment Education Regional Office in Bhubaneswar-Dr. D.B. Rath, Head MNES regional office -Shri B. K. Panda and Vice Chairman Bhubaneswar Development Authority- Dr. Arun Panda. Project activities were discussed with them to explore ways in which local stakeholders can contribute towards the successful implementation of the project in the city.
• The location for setting up the Resources center was finalized during the visit. Official confirmation of the same from BMC is awaited.
• The Council politically approved the Local Renewable Model Communities Network project.

Nagpur visit: 4th to 7th July 2006
• Mr Anurag Mishra met Mr Lokesh Chandra, Commissioner NMC to discuss project implementation followed by a meeting with Hon Mayor, Dy Mayor, Senior Corporators and NMC officials.
• A stakeholders meeting was organized involving Govt agencies, Banks, Renewable Energy Suppliers and manufactures, Construction Developers etc. In Stakeholders meeting various issues regarding Renewable Energy application at local level were discussed and debated. It was decided to create a larger stakeholders group involving NGOs, Technical Institutions, and Community Groups, which will meet regularly.
• The location for Resource center was identified along with Citizen Facility Center. About 3000 citizens visit Citizen Facility Center every day.. It is expected that the resources center will start functioning in next two months.


Local Renewbales Model Communities Network India Launching Event
ICLEI South Asia in colloboration with Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH organised Local Renewbales Model Commuities Network India Launching event on 26th April 2006. This event marked the launch of project activities in Indian Model Cities. It was attended by Sr Officials from Ministry of Nonconventional Energy Sources, Govt of India, Embassy of Federal Republic of Germany, GTZ ASEM, selected Model Cities, leading manufactures,representaives of other donor agencies.
