The concept for this project was proposed at the 2004 International Conference for Renewable Energies in Bonn, Germany. The project was accepted and is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ). The time frame for this project is from November 2005 to October 2008.
