Capacity Building Interactive Meeting Organised in Bhopal, December 18 2009
ICLEI South Asia and Bhopal Municipal Corporation jointly organised a meeting on the integration of renewable energy and energy efficiency issues in municipal corporation infrastructure development activities. The meeting was organised under the “Carbon Emissions Reduction Project” funded by the British High Commission. The city of Bhopal was selected as a satellite city for the replication of the learning and outcomes from the three cities that participated in Phase I of the project. Rajkot and Indore, along with Bhopal are the cities that have been shortlisted for Phase II of this project.
The programme began with the inaugural address by the Additional Commissioner Shri Arvind Dubey and ICLEI South Asia kick started the discussion through a project presentation on the objective, methodology and approach of Carbon Emissions Reduction Project in the three project cities. The consultation was then taken forward by Commissioner Shri Manish Singh. The team presented on the results and outcome of the study with the stakeholders and discussed the possibility to initiate more such projects with Bhopal Municipal Corporation.The programme was attended by municipal engineers and officials from the corporation. The stakeholders representing diverse sectors within the city also participated in the consultation meeting. The stakeholders included Manmohan Kapse, School of Planning & Architecture, D P Dubey, Director, Indian Meteorological Institute, Sudheer Dwivedi, Deputy Director, Disaster Management Institute and also members of organisations such as Bharat Heavy Electricals Limited, Advanced Material & Processes Research Institute, and TAAL, a non –governmental organisation based in Bhopal.
National Workshop on “Creating Low Carbon & Sustainable Indian Cities at Rajkot on 15th -16th September’ 2009
A two day workshop was organised by ICLEI South Asia on 15th -16th September 2009 in partnership with Rajkot Municipal Corporation.
Ms. Sandhyaben Vyas, Mayor, Rajkot Municipal Corporation was the Guest of honour at the workshop. She addressed the participants and highlighted the need for energy efficiency and renewable energy at local level. The inaugural session was further addressed by Mr. Bhaskar Rawal, Department of Petrochemical & Energy, Government of Gujarat.
Dr. D.H.Brahmbhatt, Commissioner, Rajkot Municipal Corporation identified global warming as threat to everybody and stressed on the need to collectively combat through local level initiatives.
Dr. Philip Douglas, First Secretary, Climate Finance and Technologies addressed the cities on importance of building coalition on renewable energy, energy efficiency and climate among the cities.

Training Programme on Municipal Energy Efficiency & Renewable Energy Best Practices, June 26, 2009, Thane
ICLEI South Asia with support from British High Commission and the Thane Municipal Corporation conducted an Interactive Training Programme on Municipal Energy Efficiency and Renewable Energy Best Practices on the 26th June, 2009 at the Thane Municipal Corporation. The programme was attended by more than 32 participants from 9 cities, including Thane, Surat, Bhubaneswar, Vadodara, Nagpur, Nashik, Bhopal, Kalyan and Rajkot. The programme was inaugurated by Mr. R.L.Gupta, Addl. Municipal Commissioner, Thane.
During the Technical Sessions, Low Carbon Initiatives were presented by cities of Surat, Rajkot and Thane; case studies by Bhubaneswar, Nashik and Nagpur on use of energy efficiency and renewable energy in Municipal activities; sector based RE and EE initiatives were presented by city representatives from Kalyan, Vadodara, Bhopal and Thane. There was an active interaction between participants and sector experts in the open house discussion during the training programme.
City of Vijayawada & Visakhapatnam Signed “Climate Protection Policy”
The City of Visakhapatnam and Vijayawada signed city level climate protection policy as part of “Carbon Emission Reduction Project” funded by British High Commission under Low carbon High Growth Programme.
ICLEI South Asia assisted the cities in the preparation of “City Level Energy Status Report”, carbon emission inventory and suggested local level action plans.
The city is has shown commitment to reduce overall energy consumption by 3 % from 2008 level by 2014 by implementing various municipal energy efficiency and renewable energy programmes. The Hon’ble Mayor of Visakhapatnam, Shri. Janardhan Rao and Municipal Commissioner Shri B. Sridhar signed the policy on 12th March’ 2009. The Hon’ble Mayor of Vijayawada, Smt. M.V.Ratna Bindu and Municipal Commissioner Shri P.S.Pradyumnahas signed the policy on 10th June’2009.

International workshop on Energy Efficiency and Renewable Energy at Thane
ICLEI - South Asia, along with Thane Municipal Corporation, organised an International Workshop on Energy Efficiency & Renewable Energy Measures for Indian Local Governments. The workshop was supported by the British High Commission under the City Level Carbon Emissions Reduction and Roadmap of South Asian Cities and Local Governments for the post 2012 global climate agreement and actions projects.
The workshop was inaugurated by Shri. Suni Tatkare, Hon’ble Minister of Energy, Maharashtra; Smt Smita Indulkar, Hon’ble Mayor Thane, Shri. Nankumar Jantre, Hon’ble Commissioner of Thane; Mr Mahesh Zagarde, Director General MEDA; Ms. Hansa Patel, Chairperson ICLEI - South Asia; & Mr. Emani Kumar, Executive Director, ICLEI - South Asia. The programme was graced by Ms. Arati Mehra, Hon’ble Mayor of Delhi and Mr. Spencer Mahony, First Secretary Trade & Investment, British Deputy High Commission. The workshop was attended by over 150 delegates that included Hon’ble City Mayors & Commissioners and other senior government officials, energy experts, institutions, consultants, NGOs and representatives from various other sectors.
The objective of this workshop was to raise the awareness of the issue of greenhouse gases and carbon emissions that have played a significant role in increasing the problem of Global Warming/Climate Change. The International Workshop received an overwhelming response and opened avenues for further discussions on the issue in the local context.

1st Stakeholder Consultation Meeting at Thane
The Thane Municipal Corporation and ICLEI South Asia organised the “1st Stakeholder Consultation Meeting” for SPF-CCE/ICLEI SA project on climate change on 4th October’2008 at Thane Municipal Corporation.
The program was inaugurated by Sri Nandkumar Jantre, Commi
ssioner, Thane Municipal Corporation. He appreciated the need for result based actions and stressed on making Thane city a low carbon city by integrating EE & RE measures into various municipal functions. He invited the suggestions from stakeholders representing different sectors on possible actionable programme for Thane City under the ICLEI South Asia and British High Commission project.
The ICLEI South Asia explained the importance of stakeholder consultation in developing policy instruments and actionable programmes. A macro-analysis on Thane City’s energy consumption pattern and emission inventory for corporation and community activities was also made. This was followed by a brainstorming and deliberation on identifying various policy mechanisms and technologies available.
A few stakeholders who participated in the program were Mr. M.R.Khambete, President, TSSIA; Mr.M.P.Kulkarni, Vice President, TSSIA; Mr. N.S.Lohalkatr, MPCB; Mr.S.S.Rajput, MSEDCL; Mr. Vidyadhar Walavalkar, General Secretary, Eurovigil attended the programme and contributed in the process by affirming their full support to the SPF-CCE/ICLEI SA project with Thane Municipal Corporation. The meeting also attended by municipal administrators and engineers from corporation.

The program was inaugurated by Hon’ble Mayor Shri. P. Janardan Rao. He addressed the issue of climate change and its impact on the city and how it can play an important role towards mitigation and adaptation. The Deputy Mayor and Steering committee member also participated in the program. This reflected the commitment and awareness towards the need for political will and support from the corporation.
Dr. V.K.Dhar, Chair Professor, HUDCO, NIUA, spoke on the importance of integration of climate safe practices into JNNURM projects. ICLEI-South Asia gave a presentation on the Climate Change and the role of local governments in development of sustainable cities with low carbon future and also explained the project activity and energy consumption pattern from corporation activities and also suggested recommendations which can make the corporations more energy efficient.

The other stakeholders who participated in the program were Mr. Sreerama Murthy, APPCB; Mr. M.V.K.Raju, NEDCAP; Mr. N.Kalidasa, INSWAREB and Prof. Rao. All the stakeholders gave their suggestions on various options to make the city more energy efficient and also discussed how the GVMC can take the initiatives to integrate energy efficiency and renewable energy measures into their activities under this project supported by British High Commission.

The project would benefit the city of Vijayawada in having its first “City Level Energy Status Report” and “Carbon Emission Inventory”. This will be followed by “City Climate Protection Policy” and “Local Level Action Plans” to reduce their baseline level of emission.
The program was inaugurated by Municipal Commissioner of Vijayawada city, Mr. P.S.Pradyumna, I.A.S. The commissioner spoke on the possibility of other initiatives that the municipal corporation could take up to demonstrate sustainability of the corporation’s services.
ICLEI-South Asia gave a presentation on how the impacts of climate change are affecting the cities and the need for preparedness of local governments towards mitigation and adaptation in the municipal services. The presentation was followed by stakeholder consultation session on the project activities and on future measure which can be suggested in this project to ensure larger uptake of RE &EE projects.
The consultation programme was attended by Mr. S. Venkateswarlu, APPCB; Mr. Srinivasa Rao, NEDCAP; Dr. M.V.S Raju, V.R.Siddhartha Engineering; Mr. T Chandra Sekher Rao, Chairman, CII Vijayawada Zonal Council and Mr. V.Satyanarayana. The programme showed tremendous interest among the corporation staffs and other panel members.

Kamlesh Pathak, Project officer, ICLEI-South Asia, visited city of Vijaywada, for activity data collection under “Carbon emission reduction project though city level local action plans by integrating renewable energy and energy efficiency measures into city activities”.
The activity data collection was based on the principle and requirements of GHG Inventorisation and reporting drawn from HEAT (Harmonized Emission Analysis Tool) software. He collected relevant information on the consumption of sources that contribute to the total CO2 emission viz; coal, MS, Diesel, Superior Kerosene Oils (SKO’s), LPG and Firewood. During his visit, he met with the staff from BPCL(Vijaywada Retails and Operation Territory), IOCL (Divisional & Area Sales Office), HPCL(Vijaywada Regional LPG and Retail Sales Office), District Industry Centre, Timber Merchant Association, Individual Firewood Traders and other manufacturers, suppliers and government agencies to understand the total energy consumption pattern and the CO2 emission of the city.
The visit will also help in identifying the stakeholders in the city and in designing the local level action plan.
Similar city visit and data collection would be done for Visakhapatnam City from 2nd August onwards.

MoUs Signed
In order to sign a Memorandum of Understanding (MOU) between ICLEI South Asia and Thane Municipal Corporation (TMC) under the GOF/CCE project on Climate Change, a half day event on 23rd June 2008 was organized by TMC in Thane. There were more than 40 people present including TMC, Hon'ble Mayor, Hon'ble Commissioner, Deputy Mayor, Leader of the Opposition Party. From ICLEI South Asia, Mr. Emani Kumar, executive director, Ms.Hansa Patel, Chairperson, Mr.Ravi Ranjan Guru, Project Officer was present. Mr. Anurag Mishra, Sr.Programme Manager, British High Commission and Mr. Ranjit Chauhan, Secretary General, AIILSG were also present.
The event started with the warm welcome of all the delegates of ICLEI South Asia, British High Commission and AILSG by Thane Municipal Corporation. Hon'ble Commissioner then talked about the global issue of climate change and its impacts. He spoke on the GOF/CCE project and its main objective of addressing climate change. He thanked ICLEI SA for choosing Thane Municipal Corporation for this project and assured full support of TMC in this project. Later Mr. Kumar
from ICLEI SA spoke about ICLEI South Asia, its various projects on climate change. He also spoke about the project activities. After this, Mr. Anurag Mishra, Mr.Ranjit Chauhan, Ms.Hansa Patel and other delegates also addressed the audience. Hon'ble Mayor also spoke about the project objective and assured her support to the project. After this, MOU was signed and exchanged by the Hon'ble Mayor and Commissioner, TMC and Mr.Emani Kumar, ICLEI SA.The Second City Visits under the GOF-Climate Change & Energy (CCE) project were conducted for the Cities of Vishakhapatnam and Vijayawada during 26th May- 29th May 2008. This city visit was taken to review the progress of data collection activity under the “Carbon Emission Reduction Project”.
Following the first city visit during 25 March - 1 April 2008, a two day visit of Vijaywada was conducted on 26-27 May, of Vishakhapatnam on 28-29 May and of Thane on 16-17 June, in order to meet with the core team and discuss and review the data collection activity by the corporation staffs. The data collection activities from the Corporation were evaluated and verified in a meeting with the Core Team Members. A decision was also taken regarding the organisation and agencies to be targeted for relevant data to analyse and estimate CO2 emission from community activity.
In Thane, meetings were held with the Commissioner and Mayor to discuss regarding the project who extended their support and cooperation to the project. On 17th June, Mr. Ravi Ranjan Guru on behalf of ICLEI SA gave a presentation about Global Warming & its impact and about the Carbon Emissions Reduction Project in the General Body Council Meeting, in the presence of the Mayor, Commissioner, Deputy Mayor, Leader of the Opposition Party as well as all the Councillors. There was a very good response from the councilors and opposition leader too regarding the project.
The Greater Visakhapatnam Municipal Corporation (GVMC) has also signed the Memorandum of Understanding with ICLEI SA on 6th of June for this project. It has been planned to sign the MoU for the city of Thane on the 23rd of June.
City Visits conducted for CCE Project
During 25th March - 1st April 2008 ICLEI South Asia project staffs visited the cities of Vijaywada, Thane and Vishakhapatnam, which have been selected as project cities for the Carbon Emission Reduction project following the First Project Meeting held on 4th March 2008 in New Delhi.
Three cities selected for implementation of project under the 1st phase of the programme for the period December 2007 - May 2008.
During the visits, meetings were held with the Municipal Corporation Commissioners and Mayors to discuss the need and importance of the project in the preparation of carbon profile for city. A cross functional core team was formulated and endorsed by the Municipal Commissioner to coordinate with ICLEI in the implementation and monitoring the project. The selected project cities shall be assisted by ICLEI SA to estimate the emission baseline based on city energy status report and create a carbon emission inventory.

First Project Meeting for City Selection
The first project meeting for City Level Carbon Emissions Reduction Project was organized on 4 March 2008 by ICLEI South Asia in collaboration with the British High Commission, British Council, NIUA at NIUA, New Delhi on March 4, 2008. A team of additional commissioner, deputy commissioners and project engineers represented the cities of Thane, Rajkot, Bhopal, Indore, Vijaywada and Visakhapatnam at the meeting. These cities were shortlisted from an evaluation of an expression of interest sent by each city for this project. Each of these cities presented the enablers and city level initiatives in the area of renewable energy, energy efficiency, sustainable development and public private partnership projects completed, ongoing or planned to address the energy security and climate change issues.
Mr. Daniel Shepherd, First Secretary, Energy & Sustainable Development, British High Commission chaired the inaugural session and extended full support to the initiative by ICLEI South Asia. He also shared the information on city level initiatives by UK cities on energy efficiency and renewable energy towards a secure low carbon future and stressed the need of similar initiatives in Indian cities. Prof. Chetan Vaidya, Director NIUA shared his views on urbanization, expanding cities and issues of climate change and energy security for Indian cities.
Two cities will be selected on the basis of their presentations at the meeting to work on the project through a five milestone process.
