Stakeholders meet to initiate Bhubaneswar solar city project
The first Stakeholders’ Meet along with ICLEI South Asia was convened in Bhubaneswar on 24th September, 2011, to initiate the process of developing the solar city master plan. The Bhubaneswar Municipal Corporation (BMC) had signed a MoU with ICLEI South Asia on 17th August, 2011, for the preparation of a master plan report for the city under the Union Ministry of New and Renewable Energy’s (MNRE) ‘Development of Solar City’ programme. Among the stakeholders are government agencies, educational institutions, healthcare organizations, resident welfare associations and voluntary organizations. ICLEI South Asia will also help the BMC to establish a solar city cell in the city at the later stage of this programme.
Thane approves ICLEI South Asia's Solar City Master Plan
The Solar City Master Plan developed by ICLEI South Asia for Thane city has been approved by the Thane Municipal Corporation (TMC). The Master Plan was presented at the second Stakeholders’ meeting in Thane, in the month of June, 2011. The Master Plan has been sent to Ministry of New and Renewable Energy (MNRE), Government of India, for further actions. MNRE has selected Thane, Maharashtra, under the 'Solar City' programme to be developed into a solar city.
Bhubaneswar to be Orissa’s first solar city
Member city Bhubaneswar is the first city in Orissa state to be developed as a solar city under MNRE's "Development of Solar Cities” programme. The Bhubaneswar Municipal Corporation has signed an MoU with ICLEI South Asia on August 17, 2011 for the preparation of a master plan report for the city under this programme.
ICLEI South Asia will work for the next 8 months in the city for preparing a Solar City master plan for the city. ICLEI South Asia will also help the BMC to establish a solar city cell in the city at the later stage of this programme.

Coimbatore to be first solar city in Tamil Nadu
Member city Coimbatore is the first city in Tamil Nadu to become a solar city in the state. Under the MNRE’s 'Development of Solar Cities programme', ICLEI South Asia has developed the city’s master plan, which has been presented at the first Stakeholders’ meeting held in Coimbatore on 11th August, 2011. At the meeting convened by the Coimbatore Municipal Corporation, attended by representatives from Tamil Nadu Electricity Board, other city officials and NGOs, Commissioner Mr. T. K. Ponnusamy said that the Corporation will install a solar cell on its premises to oversee the implementation of the project and create awareness. The Second Stakeholders meeting was held in Nagpur on August 6, 2011, under the MNRE's 'Development of Solar Cities Programme'. Nagpur is one of the 'Model Solar City' under this programme. The meeting was attended by the Hon'ble Mayor Ms. Archana Dehankar, Commissioner Mr. Sanjay Jaiswal, other municipal staff and stakeholders.

Thane Solar City Master Plan presented
ICLEI South Asia has presented the Thane Solar City Master Plan at the 2nd stakeholders’ meeting held in Thane on June 29th 2011. Mr. Ravi Ranjan along with Mr. Dwipen Borauh presented the final draft of the Master Plan to the stakeholders in the presence of the Thane Municipal Commissioner, Mr. R. A. Rajiv. The draft Master Plan was well appreciated.The meeting was also attended by the Thane Additional Commissioner and other city staff of various departments. In the discussions, the Commissioner asked the stakeholders to give their feedbacks on the draft. The commissioner showed his full satisfaction over the work that has been carried out by ICLEI South Asia.
Gurgaon city final Solar Master Plan presented by ICLEI South Asia
ICLEI South Asia presented the final draft of the Solar City master plan of Gurgaon city, Haryana, to HAREDA at a meeting held at Chandigarh, in March 2011, with city official. Gurgaon is one of the priority cities in terms of diversity in population, rapid industrial and commercial growth (it is a major commercial hub in the Delhi NCR region).
A wide range of discussions were held on various action plan with suggestions from the HAREDA and Gurgaon officials that can be incorporated in the final mater plan. The draft master plan for the city has been very well appreciated.

ICLEI-South Asia Solar Cities plan adopted by Agra
The draft Solar Cities master plan for the city has been adopted by the city municipal corporation. The final stakeholder meeting as part of developing Agra as Solar city was successfully done in Circuit House, Agra on March 5th, 2011. The meeting was chaired by honourable secretary MNRE. This meeting was very well represented by the District Megistrate, Agra; Nagar Ayukt, Agra Nagar Nigam amongst other stakeholders of the city. Dwipen Boruah, Director (Energy & Climate) ICLEI SA presented the final master plan prepared by ICLEI SA to develop Agra as Solar city. There was very good participation from various associations like hotel association, builders' association, architects' asociation and other industry representatives. Secretary, MNRE has emphasised on the need of more participation from local stakeholders to get the benefit of the schemes available with the ministry and implement the programme.
New Solar Cities signed in 2011
ICLEI South Asian has signed an agreement with two new cities - Coimbatore and Chamoli Gopeshwar, in March and January, 2011, respectively. for its Solar Cities project. It now holding meeting with them to develop their master plans.
ICLEI South Asia is currently contracted by 11 cities: Agra, Nagpur, Kalyan-Dombivli, Imphal, Kohima, Thane, Gurgaon, Rajkot, Aizawl, Coimbatore and Chamoli Gopeshwar to prepare Solar Cities Master Plans.

Stakeholder meetings
First stakeholder meeting in AizawlAizawl has recently been selected for developing as a solar city by the Ministry of New and Renewable Energy. ICLEI SA has been engaged by the Department of UD & PA, Government of Mizoram to prepare a master plan report for developing Aizawl as a solar city. The first stakeholder meeting as part of the programme was conducted in the city on 08 December 2010. Mr. Zodintluanga, minister of UD & PA, opened the discussion and focussed on the need of turning to renewable energy for our increasing energy requirements.
Ashish Verma, Project Officer, ICLEI then gave a presentation and briefed all the stakeholders about the objectives of the solar city programme, MNRE's role and also told them how ICLEI SA will work towards developing Aizawl as a solar city during the next four month period. The meeting was very well attended by local NGOs, the state power department and media persons.
Draft master plan of Kalyan-Dombivli & Agra
The Solar Cities programme has been rolling along, with visits taking place to cities working with ICLEI South Asia. With draft master plans having already been prepared and shared with Kalyan-Dombivli and Agra, these two cities were recently visited by an ICLEI team.

The project team has visited the municipal corporation and discussed the major findings regarding energy consumption in the city with the municipal commissioner, executive engineer and other concerned staff of the municipal corporation.
ICLEI SA has also discussed in detail the RE/EE technologies suggested for the city, along with the annual action plan, budget and cost sharing for making Kalyan Dombivli a Solar city. The municipal commissioner also shared his experience about the city and suggested some technologies to be incorporated in the final master plan.
The master plan prepared by ICLEI SA had approved the KDMC and has been formally submitted to the MNRE. In the month of January a wide range of discussions were held the Mayor, Commissioner, MEDA officials and other stakeholders.

Meeting with Government of Manipur
An ICLEI SA team had a meeting with the Chief Minister of Manipur and his cabinet colleagues and senior government officers on 17 September 2010 and presented the draft master plan for developing Imphal as solar city. The Chief Minister showed his deep interest in developing Imphal as a green city. The draft master plans of Agra, Kalyan Dombivli and Thane have been discussed in detail with the Hon. Secretary, MNRE. The major findings, investment cost and pilot projects were discussed in detail for these three cities.

Meeting with the Principal Secretary, UPNEDA, June 2010
The draft master plan of Agra city that was submitted by ICLEI South Asia was discussed in detail with the Principal Secretary cum Chairperson, Uttar Pradesh Non-Conventional Energy Development Agency (UPNEDA) in the presence of representatives from Agra Nagar Nigam and other senior officials from UPNEDA. The general comments / suggestions from all the officials were taken into consideration by ICLEI South Asia and will be reflected in the final master plan.
Solar Cities Programme Guidebook prepared
ICLEI South Asia has completed the development of a Guidebook for Developing a Solar City under the MNRE programme on Development of Solar Cities. Intended to be an accompaniment to the specific master plans being prepared for each city, the guidebook details out various indicative measures and MNRE schemes that cities may avail of during development of the programme. The guidebook also cites various other international examples of solar city programmes.
Rajkot Stakeholder Meeting February 2010
The first stakeholder meeting was held in Rajkot on the 09 February, 2010. Attended by 15 members of the stakeholder committee invited by Rajkot Municipal Corporation, the occassion was also graced by the Hon'ble Mayor of Rajkot, Sandhyaben Vyas. The Mayor addressed the gathering and laid down the corporation's expectations from the programme. She also highlighted initiatives being undertaken in Rajkot under energy and environment, and spoke of the importance of revenue generation through the implementation of schemes and community mobilization as a key to achieving success in such programmes.

Gurgaon Stakeholder Meeting, November 2009
The first stakeholder meeting in Gurgaon was scheduled on 25 November 2009, at the Gymkhana club. The Guest of Honour was Dr. A. K. Tripathi, Director, Ministry of New & Renewable Energy. Gurgaon is one of the priority cities in terms of diversity in population, rapid industrial and commercial growth (it is a major commercial hub in the Delhi NCR region). Hence the first stakeholder meeting was of immense importance to discuss the varied issues of data collection, sample size and adequate representation of the energy consumption pattern in the floating population.The Gurgaon stakeholder committee officially nominated 15 member groups as part of the Solar Cities Programme, adequately represented by the state electricity Company, state urban development authority, members of Gurgaon industrial association, Gurgaon Chamber of Commerce, RWAs, and NGOs.
A vivid discussion on priority issues in Gurgaon such as sample size to be adopted, its cosmopolitan population, current and planned urban development aspects and data availability ensued with officials of ICLEI-South Asia, Gurgaon Municipal Corporation and stakeholders present. Feedback was taken from stakeholders present to ensure inclusion of vital inputs towards data collection and master planning.

ICLEI South Asia recently had a meeting with Dr A K Tripathi, Director, MNRE on the November 19, 2009 to discuss the intricacies of master plan drafting under the Solar Cities Programme. The meeting involved a brainstorming discussion on the scope of project implementation as laid out in the master plan, including roadblocks and possible schemes to make it more feasible. ICLEI South Asia maintains a good and timely collaboration with the Ministry of New & Renewable Energy, under this programme, to ensure the drafting of successful and sustainable Solar Cities’ master plans.
Agra Stakeholder Meeting held under Solar Cities Programme
Agra Nagar Nigam successfully scheduled the 1st stakeholder meeting in the city of Agra on 27th October 2009. The occasion was graced by the presence of Ms. Anjula Singh Mahaur, Mayor, Agra along with the Municipal Commissioner Mr. Anand Vardhan. Many stakeholders from various departments of Agra Nagar Nigam and the National Chambers of Commerce, along with data collectors from Green Mantra were present on the occasion. The stakeholder meeting witnessed a vivid discussion amongst the committee members and ICLEI-South Asia about the Solar Cities Programme in Agra. The event was also covered by both print and electronic media to create awareness and build capacity in the city of Agra.
Nagpur Stakeholder Meeting Held under Solar Cities Programme
On 06 October 2009 Nagpur city scheduled its first stakeholder meeting successfully. Mr. Bhute (Additional Municipal Commissioner), Mr. P.D. Urade (superintendent engineer), Mr. S. B. Jaiswal (Executive Engineer), Mr. Mohd. Israil (Dy. Eng), Mr. Salim (J.E), and Mr. Mankar (J.E.) were present on behalf of Nagpur Municipal Corporation. Some of the stakeholder committee members who graced the occasion were D.S Talware, Chieg Engineer (Urban Zone), Maharashtra State Electricity Distribution Company (MSEDCL), Mr. V.M Mothghare, Regional Officer, Maharashtra Pollution Control Board (MPCB), Mr. A.K Chaudhary, Scientist, Central Fuel Research Institute (CFRI), Mr. Ranade( M/s M.M Solar), Mr. V.S Madhugiri (M/s Tata BP Solar), Mr. Amar Bangade (M/s Sour Urja Bhandar) and representatives from National Environmental Engineering Research Institute (NEERI).
ICLEI South Asia had a very vivid discussion with the stakeholder committee members and the representatives of NMC, inputs of which have been taken into due consideration for the drafting and analyzing Nagpur master plan.
Stakeholder meetings held under the Solar Cities Programme
The Solar Cities Programme is progressing smoothly with the successful completion of the First Stakeholder's meeting in Kohima(February 24, 2009), Kalyan (April 8, 2009) and Thane City (April 23, 2009). One of the main objectives of the first stakeholders meeting was to finalize the arrangement for data collection, discuss the templates for sample survey in residential, commercial and industrial sectors and prepare a provisional list of energy efficiency and renewable energy technologies. At the meetings brief presentations were done on the Solar City Programme, data collection & survey methodology by the ICLEI SA team. The Stakeholder meeting was wrapped up by an active session of open discussion and consultation with the members present. The next cities in line for convening the Stakeholder's meeting are Nagpur and Imphal.
Following the stakeholders meetings, ICLEI South Asia with its local partners, has started the data collection in the cities of Imphal, Kohima, Kalyan Dombivali , Thane and Nagpur. The data collection process includes sample survey, and data classification into different sectors.
