Activities update March 2011
Further on site visits, as it is observed from Ananthapur, Kadapa, Guntur and Prakasam Districts that none of the R&R centres are developed as per the guidelines circulated from R&R office, a new draft guidelines on “Omissions” and “Do’s and Don’ts” have been developed and circulated to all the districts. Subsequent to this as the R&R Commissioner desired to design a new R&R colony providing all the infrastructure facilities and basic amenities as per the Uniform guidelines developed by ICLEI-SA on Infrastructure Development/Basic Amenities, ICLEI SA is currently working on the layout design of Karalapadu R&R colony, Guntur District.
Basic design part of the layout has been developed and currently we are planning to visit the Karalapadu R&R colony in the last week of March, 2011 in order to invite the suggestions of the villagers in planning the location of Government and Religious buildings.
In persuasion of the instructions issued by the R&R commissioner to prepare a basic house design, four type designs have been prepared but which are higher than the house construction grant of Rs. 53, 000/- sanctioned by the Government as part of state R&R policy, 2005. Therefore, ICLEI SA is communicating with the Andhra Pradesh State Housing Corporation and NIRD on the same to develop a house design for Rs. 53, 000/- using low cost techniques.
ICLEI SA is to complete the above discussed work by the end of March, 2011 and will give a presentation on “Low Cost Housing Techniques” and “Infrastructure Guidelines” in a workshop conducting by World Bank in the first week of April, 2011.

Activities Update September 2010
Field vists by the R&R team of the Andhra Pradesh government along with representatives from ICLEI SA were made in September 2010 to 14 sites in two districts of the state. The purpose of the site visits was to check on the development of the new R&R centres being constructed and make note of the deviations from the guidelines in the new centres.
The officials in the two districts - Guntur and Prakasam - were briefed on the objectives and methodology of the guidelines for development, ranging from issues of layout designing to cluster based planning. As desired and recommended by the district R&R project in-charges, the circulated guidelines on DO’s and DON’Ts have been further revised and circulated with points for easy understanding.
Current work underway in the project is the development of a brief report on “Structure Valuation” which outlines measures/techniques to be followed while valuating structures in submerged villages.

As recommended by the district officers, the circulated guidelines are being revised including chapters on Best Practices, DO’s and DON’Ts and Matrix.
New R&R centers are to be identified for the implementation of Solar Street Lighting and waste water treatment plants and also for the implementation of MNRE pilot project “Smokeless Villages”. As a part of identifying entrepreneur for MNRE project, discussions are going on with “4stechnologies” who are interested to act as an entrepreneur.
As desired by the Guntur and Prakasam Joint Collectors, R&R officials along with the ICLEI town planner are planning to visit these places to guide their officials in guidelines usage and layout designing with permission from R&R commissioner.

Workshop on Implementation of Guidelines June 2010
In a workshop conducted by World Bank on “Resettlement and Rehabilitation – Planning and Implementation Issues” on 24th and 25th June, 2010, at MCR HRD, Hyderabad, Mr. Niroop (urban Planner, ICLEI-South Asia) and Prof. Ravi Anand Kamal (advisor/consultant to ICLEI-South Asia), gave a presentation on guidelines for “Infrastructure Development/Basic Amenities for proposed R&R colonies” to all the 15 district R&R project in-charges (Joint Collectors, Special Deputy Collectors and Engineers) in order to brief them on implementation of the guidelines and also to invite suggestions prior to the implementation of these guidelines.
These guidelines includes aspects on conventional physical infrastructure, inclusion of energy efficient and sustainable community based facilities, household and community based composting, social forestry, kitchen gardens, rainwater harvesting, etc. with suggestions for cluster based planning and guidelines on social infrastructure requirements and addresses related planning/design issues.

Activities Update February 2010
The proposed guidelines have been circulated to all the district level irrigation project in-charges in Andhra Pradesh for their suggestions and subsequent adoption.
In order to showcase the benefits of implementing sustainable infrastructure initiatives, ICLEI SA was instrumental in developing detailed project reports for the development of pilot projects in selected R&R colonies for implementing decentralized wastewater treatment plants and solar street lighting. It is proposed to develop entrepreneurial initiatives to implement these projects in the pilot R&R colonies, the preparation of which are currently underway.
