EMP Compliance Monitoring for ISWM Facilities
India Infrastructure Fund through IDFC Project Equity is supporting Hanjer Biotech Energies Pvt. Ltd. (Hanjer Biotech) in setting up integrated solid waste management (ISWM) facilities. Hanjer Biotech has operationalised five ISWM processing facilities and is in the process of setting up ten such facilities in the coming year. Consequent to IIF’s policy of promoting sustainable development while reducing the risks associated with environment & safety, IDFC requires its clients to develop and implement an Environment Management Plan (EMP) during the entire operation period. The client, Ms. Hanjer Biotech has prepared an appropriate EMP and will be implementing the same as per the schedule of monitoring and implementation given in the EMP. IIF through IDFC requires the services of an external consultant to review, validate and periodically monitor the implementation of the EMP for the duration of the project activity.
ICLEI South Asia has been selected by Hanjer Biotech Energies Pvt. Ltd. and by IDFC to review, improve and help implement the improved EMP and monitor its implementation in selected facilities. The project commenced in October 2009 and will extend upto July 2010.

Project Activities
- Initial field visits to the Mira Bhaiyandar and Vasai facilities, reconnaissance survey of the prevalent operational practices and current status of EMP implementation.
- Review and validation of the EMP prepared by the client, Ms. HBEPL, with respect to applicable local, regional and national legislation and Performance Standards requirements of the Fund as specified in the Fund’s Performance Standards and prevalent Best Practices.
- Submission of the EMP review report to the client and IDFC with clearly stated suggestions for additional monitoring requirements and process enhancement, where required, in keeping with the objectives of sustainable, safe, socially and environmentally acceptable operations .
- Preparation of an EMP implementation monitoring plan for the duration of the project operations in all the facilities.
- Submission of findings during each review period to IDFC Project Equity and to the HBEPL. Copies of the review report should be submitted to IDFC Project Equity and to HBEPL at the end of each review period.
- At the end of the monitoring period, ICLEI SA is to document the evolution and implementation of the EMP at the integrated waste management facility and will submit the same to IDFC Project Equity.
