The project will take the following approach to create awareness among state-wide urban managers on fundamentals of climate change and towards development of climate change roadmap for urban local bodies.

The objective will include following steps

Collection of background information:

• Interaction with all key stakeholders at the state and the ULB level to get a better understanding of the on-ground situation of climate change thinking within West Bengal in the wider urban context.
• Discussions with CMU, Municipal Affairs Department, and Urban Development Department, Department of Environment, West Bengal Pollution Control Board (WBPCB), various institutions involved in this/related sectors.
• Desk review of available relevant literature.

Dissemination of information at ULB level:
ICLEI SA will conduct 2 sub-regional workshops designed for urban managers where the urban managers will be provided with information on climate change. The main aspects of this stage are:

• 2 sub-regional workshops – one at Siliguri and one at Durgapur.
• Regional level ULBs will be invited to the workshops.
• Training will include information on climate change including fundamental concepts, impacts, mitigation and adaptation alternatives, and other Indian and global experiences in the urban context.

Roadmap on climate change activities for KMA:
ICLEI SA will support CMU in development of a roadmap for mainstreaming climate change more effectively within developmental activities being carried out at the state and the ULB level. The principal aspects in this stage include:

• One state level workshop with KMA ULBs and state level functionaries and departments.
• Formulation of a roadmap specifically for KMA ULBs to integrate climate change within the purview of their developmental activities and presentation of this roadmap to the ULBs.
• Based on the feedback at the workshop, ICLEI SA will support CMU to prepare the final roadmap. This roadmap will be submitted to Government of West Bengal by CMU.
