Local Governments in the UNFCCC Process
As an international local government association, ICLEI is involved in many advocacy and policy-making activities. Since 1995, ICLEI is an observer organization to the United Nations Framework Convention on Climate Change (UNFCCC).

ICLEI acts as Focal point of Local Governments and Municipal Authorities (LGMA) constituency to coordinate the local government observers at UNFCCC intergovernmental climate negotiations in order to ensure effective communication with the UNFCCC Secretariat.  Read more...
The Mexico Pact
The Global Cities Covenant on Climate - "The Mexico City Pact" is a voluntary initiative of mayors and local authority representatives that aims to advance climate actions. By signing the Pact, signatories commit to 10 action points, including the reduction of emissions, adaptation to the impacts of climate change, fostering city-to-city cooperation, and reporting their progress through the carbonn Cities Climate Registry.

The Mexico City Pact was launched at the World Mayors Summit on Climate that was held in Mexico City on 21 November 2010, which was convened by Mexico City in conjunction with the World Mayors Council on Climate Change, ICLEI and UCLG. As of June 2011, 191 mayors and local authority representatives, serving around 300 million people worldwide, have endorsed the Mexico City Pact.
World Mayors Council on Climate Change
The World Mayors Council on Climate Change (WMCCC) is an alliance of committed local government leaders advocating an enhanced recognition and involvement of Mayors in multilateral efforts addressing climate change and related issues of global sustainability.

The WMCCC was initiated by then Mayor Yorikane Masumoto, City of Kyoto (Japan), in consultation with ICLEI in December 2005, following the entry into force of the Kyoto Protocol in February 2005.

The “Bonn Center for Local Climate Action and Reporting – carbonn®” was established in December 2009 as an initiative of ICLEI – Local Governments for Sustainability and the United Nations Environment Program (UNEP).

carbonn®'s  vision is to expedite cities' transformation into low-carbon communities by:
  • Facilitating cities’ publication of their commitments, actions and performance in greenhouse gas emissions and reductions;
  • Supporting cities through guidance on standards and tools for local climate emissions accounting and reporting;
  • Establishing a platform for sharing information and experience on urban climate data and actions

Carbonn Cities Climate Registry
The carbonn Cities Climate Registry (cCCR) is a global mechanism that encourages local governments to regularly and publicly report on their greenhouse gas reduction commitments, GHG emissions inventories and climate mitigation/adaptation actions.

The carbonn Cities Climate Registry is
  • Based on the experience of voluntary local climate action dispersed globally.
  • Inspired by the vision of the Local Government Climate Roadmap.
  • Built on the success of the Copenhagen World Catalogue of Local Climate Commitments.
  • Informed by the guidance of the International Local Government GHG Emissions Analysis Protocol (IEAP).
  • Linked to existing efforts for enhanced global climate action on a trajectory leading beyond 2012.

Local Government Climate Roadmap
The Local Climate Action Roadmap for Cities and Local Governments is an advocacy journey that began at the Local Government Climate Sessions, held in parallel to the COP13, in Bali, in 2007.

The Local Government Climate Roadmap aimed to voice local authorities worldwide, mirroring the launch of the United Nations Climate Change Conference Climate Roadmap, designed for nations, in determining a global action plan towards a post-Kyoto framework on climate change for the period after 2012.

Mobilisation within the Local Government Climate Roadmap means in parallel:

On a local level: local and regional governments are encouraged, motivated and supported to increase their own activities for local climate mitigation and adaptation. These activities can follow the many good examples on energy saving, promotion of renewable energy, sustainable mobility, climate action planning etc. They directly improve the local situation by providing benefits to population and economy, such as energy security, saving costs, clean air, job creation and proof commitment.

On a national level: local and regional governments are brought together not only for exchange but also for joint interaction with the national governments.

On a regional level: local and regional governments from various countries are supported to exchange and to jointly lobby regional bodies, such as the European Commission.

On a global level: local and regional governments from all over the world are informed about the climate negotiations and the impacts on their local work, they are empowered to share the debate and bring in their interests and positions. Their cooperation towards COP 15 is organised because one strong voice of local governments count more than many gentle voices.

Advocacy
The 1st Municipal Leadership Summit held at the UN Headquarters in New York in 1993 yielded the establishment of Cities for Climate Protection (CCP) Campaign.

Based on the success of intensive efforts on mitigation projects at the local level since the first UNFCCC Conference of Parties (COP) in 1995 in Berlin, ICLEI became the focal point for local government and municipality authorities constituency at the UNFCCC Secretariat.  Read more...
ICLEI Observer Organization of IPCC
At its 31st session in Bali on 26-29 October 2009, the Inter-Governmental Panel on Climate Change (IPCC) has accepted ICLEI as an official Observer Organization.

In this role ICLEI will be invited to participate in the 32nd Session of the IPCC, which will be held in Pusan, Republic of Korea, from 11-14 October 2010.

In a letter to the ICLEI Secretary General, Mr Gilles Sommeria, Acting Deputy Secretary of the IPCC, thanked ICLEI for its interest and participation in the work of the IPCC.

The Intergovernmental Panel of Climate Change is the leading body for the assessment of climate change, established by the United Nations Environment Pogramme (UNEP) and the World Meteorological Organization (WMO) to provide the world with a clear scientific view on the current state of climate change and its potential environmental and socio-economic consequences.

In 2007 the Intergovernmental Panel on Climate Change and Al Gore were awarded of the Nobel Peace Prize  "for their efforts to build up and disseminate greater knowledge about man-made climate change, and to lay the foundations for the measures that are needed to counteract such change".
