The Five-Step/Milestone Approach
ICLEI typically engages local governments for two to three years to complete the five steps (milestones or processes) and then apply rigor in analysis, setting targets, and charting water actions. These milestones are designed along the lines of standard strategic planning, and are based on the principles of Local Agenda/Local Action 21.

Track I. Quantifying water consumption, goals and results through the following milestones:

  1. Prepare an inventory of water consumption and management practices that influence water quality and access
  2. Develop water quality, consumption/conservation and access goals with political endorsement of the local government
  3. Prepare a Local Water Agenda to meet water goals
  4. Implement the Local Water Agenda
  5. Report progress on the Local Water Agenda and goal achievement rate


Track II. Improving local water governance to meet MDGs through the following processes:

  1. Participatory Water Assessment in preparing water inventories
  2. Multistakeholder Water Management Groups, Partnerships for goal-setting
  3. Local Water Dialogues in preparing local water agendas
  4. Joint Implementation of local water agendas
  5. Joint Tracking and Reporting of goal achievement


Either or both tracks aim to improve local water decision-making and water actions. In local governments where water management systems and recording are deficient, investments are directed at improving local water governance processes. The level of technical assistance for any or a combination of the tracks will vary according to the city, the region and available resources.

As an ICLEI Member, Water Campaign participants can:
  1. Have access to ICLEI publications and guides that will assist in achieving the five milestones;
  2. Be on the Member's list for invitations to water-related conferences and workshops;
  3. Be featured in ICLEI's publications and toolkits; and
  4. Be considered, when available, for prospective development programs and projects.
