Cities for Climate Protection Campaign, Indonesia
The Cities for Climate Protection Campaign activities in Indonesia started in 2001 with the support of the US Agency for International Development (USAID). Ten (10) local governments are currently enrolled as participants, namely: (a) Bogor; (b) Cilegon; (c) Semarang; (d) Surabaya; (e) Yogyakarta; (f) Balikpapan; (g) Bandung; (h) Denpasar; (i) Medan; and (j) Pontianak.


Carbon Offsets from Local Climate Policies and Actions, 2001 - 2005

Combined carbon offsets were estimated at 800,000 tons annually, with an equivalent financial savings estimated at US $ 2 million per year. This contributes to at least 5 percent financial savings from the implementation cost drawn from local resources, plus co-benefits in improved local government staff skills, good governance, improved air quality, procurement policies and options. Ninety (90) percent of the estimated annual carbon reductions is derived from waste measures, ranging from composting, recycling, and start up small-scale projects on local renewables.


Quantification and Decisionmaking Tool for Indonesian Local Governments

In 2005, ICLEI’s US Office based in Oakland led the development of Indonesian default datasets to be installed in the “Harmonized Emissions Analysis Tool (HEAT)”, with the support of local partners and cities. HEAT tracks emissions from energy, transportation, and waste activities. It is an easy-to-use database for constructing inventories and action plans.


Directions and Priorities in Indonesia

ICLEI-SEA’s strategic plan lists local renewables and sustainable procurement as regional priorities. The progress achieved in Indonesia presents promising potentials to usher in large-scale local renewable facilities. A profile of four Indonesian CCP local governments revealed that landfill sites are managed by the local governments. These local governments deposit at least 1295 tons of waste into the landfill sites that already accommodate at least 3.3 million tons of waste.

Iloilo City, Philippines Reaps USD 14 million from Climate Actions
Iloilo City, Philippines, home of the Dinagyang Festival, reported significant fuel and financial savings from streetlight retrofits and traffic policy enforcement. The city reported a combined estimate of Php 775 million (or US$ 14 million).

City Environment Officer Noel Hechanova convened its CCP team to report the city’s milestone achievements on January 20, 2006. Two key measures were reported: the enforcement of the Perimeter Boundary Ordinance for commuter jeepneys that restricted 972 jeepneys from entering the city’s boundaries. This enhanced the routing scheme among jeepney operators that started in February 2004. With consistent enforcement by traffic police enforcers, this measure estimates a fuel savings of 9,225 liters daily which is equivalent to Php 751 million pesos (or roughly US$ 14 million) for jeepney operators.

The streetlamp retrofitting project from indandescent lamps to high sodium lamps also cut energy use by 6,360 kWh a day. The city engineer noted a cut in monthly energy bills by Php 2 million pesos, of which 57 percent comes from the streetlamp retrofit initiative.

Executive Order No. 51 was issued in October 2005 that organized the task force on Fuel and Energy Conservation, outlined the city’s local climate agenda, and its energy reduction target set by at least 10 percent. The city will work on expanding its inventory to include waste minimization efforts, and finish the emissions forecast. To date, the city has reached 4 out of the 5 CCP milestones.

With this headway, the city intends to move into Local Renewables and Cleaner Mobility. It has also engaged other local governments to join ICLEI’s Water Campaign.
