Local Government Climate Roadmap
Leading Local Government associations worldwide embark on a 2 year strategy 'From Bali (COP 13) to Poznan (COP14) to Copenhagen (COP 15).

United Cities and Local Governments (UCLG), Metropolis, ICLEI – Local Governments for Sustainability, the C40 Climate Leadership Group, and the World Mayors Council on Climate Change (WMCCC), in conjunction with their regional and national associations, networks and partners, have embarked on a local government process that shall seek empowerment and inclusion of cities and local governments in a UN post-2012 framework on climate change, thus influencing the Bali-Poznan-Copenhagen Roadmap.
The Roadmap was initiated at the UN Climate Change Conference in December 2007 in Bali, Indonesia. This Roadmap mirrows the national roadmap process in the two-year period from December 2007 (COP 13) to December 2009 (COP 15). The aim is to advocate for a strong post-2012 climate deal and to emphasise the crucial role of cities and local governments in climate protection.

This project is funded by the European Commission (Europe Aid), the Norwegian Government, and has seven emerging economy countries as the scope for the action: China, Brazil, India, Indonesia, Mexico, Nigeria and South Africa.

The Local Government Climate LOUNGE – the base for operation during COP 15

The base for local governments’ activities at COP 15 is the Local Government Climate LOUNGE. Due to the importance of the COP 15, specific local government advocacy efforts are being organised in and around the Local Government Climate LOUNGE at COP 15. This replaces the usual Local Government Climate Sessions at COPs.

The National Dialogue: Strategy to Address Climate Change in Urban Areas - October 22, 2009
         On 22 October 2009, the National Dialogue on Climate Change was held in Palembang, Indonesia. The dialogue provided a forum for national government agencies, local governments, experts, media and other stakeholders to discuss strategies for facing of climate change in urban areas in Indonesia and globally. Local Governments at the UNFCCC Climate Change Talks in Bangkok - 28 September to 9 October
Local governments’ (LGs) advocacy efforts for inclusion of references to local governments and regions in the next global agreement on climate change continue at the UNFCCC Climate Change Talks in Bangkok from 28 September to 9 October.

During a joint press conference of the Roadmap partners ICLEI and UCLG on 7 October 2009, LG representatives offered once more their partnership to national governments in the fight against climate change, acknowledging that the planet cannot be saved without local governments.

ICLEI: how cities, local and sub-national governments
contribute to the climate strategy



At the last days of the Talks, interventions at the closing plenaries of AWG-LCA and AWG-KP were made by the Local Government and Municipal Authorities (LGMA) Constituency.

    * LGMA intervention at the closing plenary of the Ad hoc Working Group on further commitments for Annex I Parties under the Kyoto Protocol (AWG-KP)

    * LGMA intervention at the closing plenary of the Ad hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA)

Indonesian Government launches Climate Change Trust Fund
On 14 September 2009, the Indonesian Minister of National Development Planning and the Minister of Finance launched the Indonesia Climate Change Trust Fund (ICCTF), identifying the energy sector, including renewable energies and energy efficiency, as well as the sustainable management of forest and peat land as main priorities on the mitigation side. Regarding adaptation, the priority will be reducing the vulnerability of agriculture, water and coastal zones will be the adaptation priority. [Read more]
