About CCP
The Cities for Climate ProtectionTM (CCP) Campaign's objective is "to build a worldwide movement of local governments who adopt policies and implement measures that achieve measurable reductions in local greenhouse gas emissions, improve air quality, and enhance urban livability and sustainability."
Through the CCP, climate protection has begun to be successfully integrated into the decision-making processes of local governments throughout the world. Within the framework of the CCP, local governments have:
Through the CCP, climate protection has begun to be successfully integrated into the decision-making processes of local governments throughout the world. Within the framework of the CCP, local governments have:
- become aware of the climate change problem,
- acquired an understanding of their role in contributing to climate change,
- identified possible local solutions,
- recognized the local co-benefits of climate protection,
- received tools, training, and capacity to act.
In India the Campaign additionally aims to "to find innovative and cost-effective solutions to urban environment and energy management problems that also mitigate city-level greenhouse gas (GHG) emissions."
CCP India Phase I
Under a cooperative agreement and support from the US Agency for International Development (USAID), ICLEI launched a 30-month pilot project to begin the CCP Campaign in India, starting with a scoping/planning phase within seven local authorities. The aim of the project was to pilot the CCP in India and adapt it where appropriate to achieve its goals by building local capacity. The project was successfully implemented in these seven cities. Inspired by the benefits of the CCP campaign the private city of Amby Valley Sahara Lake City joined this Campaign to become the first private CCP participant in the world.
During first phase of CCP India various GHG emission reduction projects were implemented in participating cities. The projects included energy-efficient street lighting through retrofit, a waterworks energy audit, solar water heating, and awareness campaigns. The project concluded in September 2003. Being a voluntary program, the key to its success lies in the partnerships between ICLEI and the Campaign's participating cities; the partnership and support to Phase I participant cities by ICLEI continues today.
CCP India Phase II
Again, with support from USAID, the CCP Campaign was extended to another nine cities with diverse city functions and scale, representing various regions of India. These nine cities showed their commitment to climate protection by signing a Memorandum of Understanding with ICLEI and USAID to carry out the five-milestone process and consolidated it by making an official declaration at the CCP India Phase II launch workshop. At present all nine cities have completed Milestone 1 and are working on their GHG emission reduction action plans.
