Consulting Services
Technical and consulting services, as well as event organization, are provided on a contract basis, in a variety of areas including:
  • Support to implement public participation and good governance, sustainability management, green procurement, energy efficiency, climate protection and adaptation;
  • Surveys, best practices identification and documentation, methodological research, and other studies;
  • Development of pilot and demonstration projects;
  • Organization of conferences, seminars, training courses tailored to the needs of local government experts; and
  • Fee-for-service technical consulting in key management areas relevant to local government.

Much of our consultancy work focuses on climate change mitigation and adaptation. We've worked with many Canadian municipalities including: Toronto, Halifax, Delta, Sudbury, Calgary, Iqaluit, and Thunder Bay.  ICLEI – Canada's direct technical service delivery arm, provides local governments with the expertise and experience to achieve their adaptation and energy efficiency and greenhouse gas (GHG) emission reduction goals.  Specific consultancy opportunities include:

Greenhouse gas emission inventories and projections

ICLEI staff collect and compile energy consumption data in municipal operations or the community at large and quantify the resulting GHG emissions, as well as forecast future energy use and emissions using the International Local Government GHG Emissions Analysis Protocol (IEAP) and tools. We provide technical assistance to over 200 PCP participants across Canada.

Local Action Plan support
As part of the development of a comprehensive plan to reduce municipal and/or community GHG emissions, existing and potential future emission reduction measures are identified and quantified.  ICLEI assists local governments in highlighting programs and partners to deliver reductions, forming a communications plan, determining financing opportunities, and developing a system to monitor and verify results.

Energy and GHG auditing of municipal facilities
Detailed physical audits of municipal facilities are conducted by staff using ICLEI’s Municipal Auditing Protocol (MAP) to obtain accurate energy consumption data and determine the efficiency potential for individual facilities.

Adaptation Planning
As part of the development an Adaptation Plan to reduce local vulnerability to the impacts of climate change, ICLEI will review and assess existing federal and provincial legislation, plans, policies, literature, studies and other information regarding climate change impacts for Canada.  Additionally we will review sector-specific climate change reports to find additional information on projected impacts.  The purpose of the review would be to identify the project impacts relevant to a specific geographic region. ICLEI will then highlight existing actions to reduce the effects of climate change on the community and will develop additional measures which take proactive steps to prepare for projected climate change impacts and will help deliver an effective adaptation strategy for the community. This approach can be applied at both a community-wide and municipal operations level.

Climate Change Vulnerability Assessment Support
ICLEI assists local governments in assessing current levels of sensitivity and adaptive capacity using a vulnerability assessment tool. This assessment is accompanied by an analysis of the local climate change adaptation programs and initiatives that have been implemented to date and the opportunities that exist to further prepare for project climate change impacts.


Risk Assessment Support

ICLEI will assist local governments in using a risk assessment tool.  ICLEI will use a risk assessment tool that provides clear definitions for likelihood and consequences that helps to limit the uncertainty and ambiguity that can be associated with assigning risk. This assessment would be accompanied by an analysis of the local climate change adaptation programs and initiatives that have been implemented to date and the opportunities that exist to further prepare the municipality for project climate change impacts.

 
Co-benefit Analysis
By quantifying the co-benefits of GHG emission reductions (such as job creation, health benefits, asset management, and criteria air pollutant emission reduction), ICLEI provides its municipal clients with further evidence on the advantages of reducing their GHG emissions
