Water Campaign™

Delivery of the Water Campaign™ to local governments in non-funded regions

Prior to 30 June 2009 ICLEI Oceania held funding agreements with a range of organisations across Australia to provide support for councils participating in the Water Campaign™. Some of these agreements have now ceased, which means ICLEI Oceania is unable to continue providing free support to local governments in the affected states*:

  • New South Wales
  • Queensland
  • Tasmania
  • Parts of South Australia
  • Victoria (except City West Water councils).

ICLEI Oceania strongly encourages these councils to continue with their implementation of the Water Campaign™. All existing participating councils who are now in non-funded states will continue to receive access to the password protected Milestone Resources** on the Water Campaign™ website. These materials provide you with the majority of resources you need to continue work on the program.

In addition, a series of milestone support packages has been developed to allow councils to receive support from ICLEI Oceania for the specific milestone they would like to achieve on a fee for service basis. If your council is currently part way through a milestone a tailored packaged can be developed for you based on the work that remains to be completed.

Local governments can choose from two levels of support:

  • Level 1 – telephone support, data assistance, evaluation and recognition
  • Level 2 – milestone workshop, telephone support, data assistance, evaluation and recognition.

ICLEI members receive a 5% discount for both levels of support.

Level 1 – Telephone support, data assistance, evaluation and recognition

Your council uses the online milestone booklets to work through the program and pays ICLEI Oceania for additional support based on the milestone you wish to achieve. Councils have 12 months in which to complete the nominated milestone. Support provided by ICLEI Oceania for each milestone is listed below.

Milestone 1 (inventory of water consumption and gap analysis of water quality practices)

Your local government will receive an inventory tool (used to store and analyse council’s water consumption records). ICLEI Oceania will upload data into this tool and, once council has verified this data, will create a series of graphs and reports to assist with analysing and communicating the results of the inventory process. This inventory is extremely valuable for identifying errors in accounts and high consuming sectors. Cost savings are often identified as part of this process.

ICLEI Oceania will also request your community water consumption data from your water service provider and format this data so it is easy to understand.

ICLEI Oceania will provide an initial telephone workshop with a council contact/s to make sure they are comfortable with the Milestone 1 requirements, plus provide access to ongoing support to assist council work through this milestone.

Once your council has completed the requirements of Milestone 1, ICLEI Oceania will evaluate your work and confirm you have completed this milestone.

Your council will also be eligible to be awarded for achieving this milestone at the next suitable recognition event. Attendance costs for one council representative is included in the milestone package fee.

Milestones 2 (goals) and 3 (local action plan)

ICLEI Oceania will provide support to assist council work through both setting goals at Milestone 2 and developing a local action plan at Milestone 3. This includes an initial telephone workshop with council contact/s to make sure they are comfortable with the requirements, plus access to ongoing support.

Once your council has completed the requirements of Milestones 2 and 3, ICLEI Oceania will evaluate your work and confirm you have completed these milestones.

Your council will also be eligible to be awarded for achieving these milestones at the next suitable recognition event. Attendance costs for one council representative is included in the milestone package fee.

Milestone 4 (implementation and reporting)

ICLEI Oceania will provide support to assist council work through Milestone 4. This includes an initial telephone workshop with a council contact/s to make sure they are comfortable with the requirements, plus access to ongoing support.

In addition, ICLEI Oceania will provide assistance with calculating water savings using MS Excel calculators. A table summarising these savings will be provided to your council on completion of this milestone. This is a valuable tool to demonstrate the results of your investment in water management to council and your community.

Once your council has completed the requirements of Milestone 4, ICLEI Oceania will evaluate your work and confirm you have completed this milestone.

Your council will also be eligible to be awarded for achieving this milestone at the next suitable recognition event. Attendance costs for one council representative is included in the milestone package fee.

Milestone 5 (re-inventory)

ICLEI Oceania will upload your council’s most recent water consumption data into the inventory tool. Once council has verified this data and completed the inventory ICLEI Oceania will create a series of graphs and reports to assist with analysing and communicating the results of the inventory process.

ICLEI Oceania will provide an initial telephone workshop with a council contact/s to make sure they are comfortable with the Milestone 5 requirements, plus provide access to ongoing support to assist council work through this milestone.

Once your council has completed the requirements of Milestone 5, ICLEI Oceania will evaluate your work and confirm you have completed this milestone.

Your council will also be eligible to be awarded for achieving this milestone at the next suitable recognition event. Attendance costs for one council representative is included in the milestone package fee.

Level 1 fees for milestone packages

Includes officer time for a telephone workshop, data assistance, ongoing telephone support, evaluation and recognition costs. Prices are exclusive of GST. Prices do not include travel costs.

Level 2 – Milestone workshop, telephone support, data assistance, evaluation and recognition option

Your council will receive all of the above with the exception of the telephone workshop. This will be replaced with a milestone workshop led by ICLEI Oceania at your council (note: the Milestone 2 and 3 workshop is combined).

Milestone workshops are a highly successful tool that ICLEI Oceania uses to build capacity in local governments. These workshops allow the officers attending from across council to:

  • fully understand and reconfirm the value of the Water Campaign™. This in turn can help ensure that these officers support the primary contact in the implementation of the program
  • be clearly informed of Water Campaign™ requirements for the milestone they are about to undertake, preventing confusion at later stages
  • network and identify linkages with officers from across their council that they might not otherwise work with. This in turn assists in integrating water management into all parts of council
  • undertake group work planning so there is a common understanding across council as to how the Water Campaign™ will be implemented.

The fee covers officer time for tailoring the workshop to your council’s requirements and delivering the workshop.

Please note: in addition to the costs below, council will need to pay for travel for an officer from Melbourne and for the workshop catering.

Level 2 fees for milestone packages

Includes all support described under Level 1, plus officer time for a milestone workshop at your council. Prices are exclusive of GST. Prices do not include travel costs.
