Full Membership in ICLEI is offered to local governments and associations of local governments. Full Members of the Council have the power to elect the ICLEI Executive Committee, revise the ICLEI Charter, and establish policy direction for the organization. Other benefits of membership include participation in ICLEI campaigns and projects, and reduced prices on ICLEI publications. Membership rates are based upon the population of the local government and its gross national income. The payment of dues is made on an annual basis
