Kathmandu Call Signed at the National Workshop on Nepal Cities' Perspective on Post 2012 Climate Agreement
A National Workshop on Nepal Cities' Perspective on Post 2012 Climate Agreement was organised by ICLEI – South Asia, in collaboration with local partner, Municipal Association of Nepal (MuAN), on June 8, 2009 in Kathmandu. The workshop was organised under the Roadmap of South Asian Cities and Local Governments for the post 2012 global climate agreement and actions project supported by the British High Commission. 

The workshop was inaugurated by Mr. Umesh Prasad Mainali, Secretary, Ministry of Environment Science & Technology, Govt. of Nepal. The esteemed guests included Mr. Yagya Prasad Gautam, Secretary, Municipal Management, Ministry of Local Development, Govt. of Nepal; Mr. Narayan Gopal Malegu, Executive Officer, Kathmandu Municipal Corporation; Mr. Fergus Auld, First Secretary, Climate Change and Energy, British High Commission; Mr. Dormani Poudel, President, MuAN; Mr. Bidur Mainali, General Secretary, MuAN; and Executive Officers from various Municipal Corporations in Nepal.

ICLEI - South Asia highlighted the issue of Climate Change and the activities  undertaken internationally to address this issue. International negotiations and treaties relating to climate change were discussed. ICLEI – South Asia also presented the Energy Status Summary of each of the project cities along with the analysis of the survey on implementable action plans.

The workshop received an overwhelming response. The Kathmandu Call, that focused on the awareness amongst local governments on climate change and their role in confronting this global problem on behalf of their communities, was signed.

The workshop was attended by more than 60 delegates from municipal corporations of 15 cities in Nepal, NGOs and various other organisations.

Interventions outlined for Rajkot Municipal Corporation
ICLEI-SA UCP project team visited Rajkot during 20-21 of April 2009. The visiting team included Dr. Bindumadhav Uppaluri, Prof. Ravi Anand, Prof. Srinivas Chary, Mr. Pravinjith K P, Mr. Srinivas Rao, Ms. Soumya Chaturvedula, and Mr. Ashish R Ghorpade.

Dr. Brahambhatt, Commissioner, Rajkot Municipal Corporation; Core team members Mr. Bakul Rupani, Chief Town Planner; Ms. Alpana Mitra, Special Officer; and other officials at the RMC met with the team and shared preliminary information based on brief understanding of the infrastructure projects being implemented in Rajkot.

Based on our discussions with senior planning and implementation officials at the RMC, The UCP team has outlined a list of most favorable interventions for the RMC. … Full text….  
Stakeholder Consultation in Kanpur
A stakeholder consultation meeting was held in Kanpur by the Kanpur Municipal Corporation for the Living Ganga Programme of WWF – India. ICLEI South Asia participated in the meeting as the consultant for the energy audit and water quality analysis in Kanpur city undertaken as part of the programme.

The meeting was held on 8 May 2009 at the Kanpur Municipal Corporation office, with about 30 participants from various organisations, including representatives from UP Non-Conventional Energy Development Agency, IIT Kanpur, IIA, Central Pollution Control Board, UP Pollution Control Board, Kanpur Nagar Nigam, Kanpur Development Authority, UP Leather Industries Association, UP Housing Board, Ecofriends, among others. … Full text….
Local Renewables Freiburg 2009 Conference
The international conference "Local Renewables 2009" was held in Freiburg, Germany,  from 27th –  29th April 2009. It was organised by Freiburg Wirtschaft Touristikund Messe GmbH & Co. KG (FWTM) and ICLEI – Local Governments for Sustainability. The conference witnessed participants from 34 nations around the globe including representatives from communities, non-profit organisations, the business and industry sectors specializing in energy and urban planning that came together to discuss climate protection and local sustainable energy policies.

The event had an exciting line-up consisting of plenaries and workshops, as well as multiple study tours on innovative sustainable energy solutions as alternatives to fossil fuels – from solar energy to wind, hydro, geothermal and bio-energy options.
 
Dr. Dinesh Brahmbhatt, IAS, Commissioner - Rajkot Municipal Corporation, presented the Ministry of New and Renewable Energy, Govt. of India programme "Development of Solar Cities" at the conference.

This was also a key event in the Local Government Climate Roadmap, promoted by the five largest international local government associations including ICLEI. The Roadmap works for a strong and comprehensive post- 2012 climate regime and draws attention to the crucial role and interest of local governments in climate protection. Read more...
Stakeholder meetings held under the Solar Cities Programme
The Solar City Programme is progressing smoothly with the successful completion of the First Stakeholder's meeting in Kohima(February 24, 2009), Kalyan (April 8, 2009) and Thane City (April 23, 2009).  One of the main objectives of the first stakeholders meeting was to finalize the arrangement for data collection, discuss the templates for sample survey in residential, commercial and industrial sectors and prepare a provisional list of energy efficiency and renewable energy technologies. At the meetings brief presentations were done on the Solar City Programme, data collection & survey methodology by the ICLEI SA team. The Stakeholder meeting was wrapped up by an active session of open discussion and consultation with the members present. The next cities in line for convening the Stakeholder's meeting are Nagpur and Imphal.

Following the stakeholders meetings, ICLEI South Asia with its local partners, has started the data collection in the cities of Imphal, Kohima, Kalyan Dombivali , Thane and Nagpur. The data collection process includes sample survey, and data classification into different sectors.
ICLEI – SA invites information on good practices from cities for improving urban environment
ICLEI – SA has begun an initiative to document good practices on sustainable management of urban environment by cities. ICLEI has observed that several local governments are taking steps towards promoting environment friendliness in their activities. However, there is a dearth of proper documentation regarding such activities. In this context, ICLEI SA invites information on good practices - case examples from interested cities.

Good Practices will include policy initiatives or actions implemented that contribute to improving the urban environment ie.  air, water, or living conditions in some way. We appreciate that some cities are doing a lot in their own ways to improve the environment and seek your inputs to document and share these initiatives with others.

Some of the selected good practices will be available for reference on the ICLEI- SA website and also on the India Urban Portal of the National Institute of Urban Affairs (www.indiaurbanportal.in). The "Peer Experience and Reflective Learning" (PEARL) is an initiative under JNNURM to support cities to actively pursue activities in implementation of projects and reforms by networking amongst themselves for cross learning and sharing experiences. The Indiaurbanportal is hosted by the NIUA under the same initiative.

on Indian  Cities' Perspective on Post 2012 Climate Agreement
Member City Update - Kolhapur
Kolhapur city which stands on the bank of river Panchaganga is well known for its Art, Education, Industry and Sports (particularly wrestling). Considering the agitations made by 10 lakh people from three tehsils (Shirol, Hatkanangale, Karveer) located down stream of Panchaganga river and also by people of Kolhapur city who are using contaminated water for drinking and irrigation purpose, department of Environment, Govt. of Maharashtra has submitted the revised detailed project report for Pollution Abatement work of River Panchaganga at Kolhapur to Ministry of Environment and Forests NRCD New Delhi on January 27,2009 under National River Conservation Project for approval. Currently the proposal is under consideration for approval.

The other ongoing project “E-governance” of Kolhapur Municipal Corporation is aimed at providing online citizen services, information to all hierarchies and monitoring performances of the Corporation. It is in practice that citizens are approaching the Corporation to pay taxes, get certificates, approvals etc. Kolhapur Municipal Corporation believes that on adopting E-governance, the above activities are simplified and made possible at their nearest citizen facilitation counters.
