COUNCIL INITIATIVE OF THE MONTH

The City of Joondalup, Western Australia

More Joondalup Businesses Get Eco Smart

Background

The City of Joondalup, in partnership with the Cities of Wanneroo and Stirling, has recently delivered the eco-business energy assessment program. This was made possible through a $28 000 grant secured by the City of Joondalup from the Department of the Environment and Water Resources, through the Australian Greenhouse Office’s Community Abatement Grant Program. The funding was used to assist 75 small businesses improve their environmental efficiency by addressing water use, energy use, travel decisions and waste and recycling methods. These businesses are located across all three Cities and the assessment company that has been engaged is EcoSmart.

The current program builds on a highly successful pilot program conducted in the City of Joondalup, which provided 30 participating businesses with an average annual energy saving of $1195 and a 6.2 tonne reduction in greenhouse gas emissions.

Implementation and approach

This program used the assessment company EcoSmart to conduct a Level 1 Energy Assessment on participating businesses.  Each business was then provided with a breakdown of energy costs by use (e.g. heating, cooling, lighting etc.) and with recommendations on how to reduce energy use.

Six weeks after the initial assessment a follow-up interview is conducted with each participating businesses to determine what recommendations they have implemented, key successes achieved and difficulties encountered.  The follow-up process is currently being completed and a final report will be released in the coming months detailing the greeenhouse gas (GHG) and financial savings achieved by the program.

Aim

The eco-business energy assessment program aimed to:

  • reduce greenhouse gas emissions from each business;
  • identify actions that will result in financial savings;
  • develop a program that can be easily replicated on a larger scale and therefore implemented by a significantly wider number of businesses;
  • generate community interest so that participating businesses can use their "EcoSmart Accreditation" as a marketing advantage;
  • provide the councils with a cost-effective program that links the community into existing program knowledge; and
  • encourage the implementation of energy saving actions within the homes of employees/business owners associated with the participating businesses. Follow-ups from previous EcoSmart assessments have demonstrated that generally a number of actions are implemented at home after an energy assessment takes place.

Benefits

The assessments that have been undertaken have identified potentially 5928 tonnes of GHG abatement and financial savings of $165 960 per annum across the 75 businesses.

The savings individual businesses will achieve are varied and depend upon the size of the business and the specific energy efficiency opportunities that exist.  The maximum potential savings identified for a single business was $ 15 760 (39% of its current electricity costs) and 482 tonnes of GHG emissions.

Future directions

James Ridgeway, Business Development Coordinator at the City Of Joondalup, believes that the eco-business energy assessment program will only achieve its full potential once it is driven by the consumer and evolves into a 'user pays' scenario. He argues that to extend the project requires an emphasis towards national accreditation and the promotion of an ‘Eco-business Brand’, similar to the Heart Foundation tick. This would allow businesses to use this brand as a point of differentiation within the marketplace. With this approach businesses would have an incentive to participate and pay for the energy assessment service.  This is beyond the current project but something that could be picked up by a relevant national body.
